The German Mail arrived per the ss., Roon, on Tuesday, the 29th alto. and the French Mail of August 4th arriv d. per the $5. Polynesien, to-day, the 4th inst.

The report that the Empress Dowager of China has promised t› graut constitutional Government in three years time is false. She has said that no such change will be tolerated during her lifetime.
The terms of Peace were received at Tientsin and Peking at first with incredulity which has now (31st August) given place to amazement. The Wai-wu-pu has wired the terms to all the viceroys requesting to h∙ informed of their views regarding the coming u gotiations re- specting Manchuria, between China and Japan.
It is considered that the attitude of the Peking authorities threatens trouble.

It has been announced that Mr. George Monser (an American) his been forced by the boycotters to give up his interest in the hang Su Ho Gardens at Shanghai. him, is not quite correct. On farther inquiry we learn that the company in question has been formed to carry on a similar busiue «s, and has not acquired the good will of Mr. Blunck's business.
We are authorised to state that a provisional agreement has been entered into between the Bards of Directors of the Union Insurance Society of Canton, Ltd., and the Chins Traders' Insurance Company, Ltd., having for its object the amalgamation of the interests of the two companies, and that the proposed scheme will be forthwith circulated amongst te shareholders of the respective companies for their individual aco ptance or rejection.
Tho N.-C. Daily News received a telegram from Mr. Bennertz, dated Changsha, the 21st inst.. stating that the British Consul there has suggested to him that the Chinese officials may take over his cargo at a valuation, and he and his wife should b seat to Hankow, from which it is evident that the city of Changsha is not open to foreign trade. It is to bɔ trusted that te British Minister will have this evasion rec'ified as promptly as possible and Mr. Bennerts reinstated. If this is not done, it will be evident
