Prince Chun, says the Peking Times, wants to start in the Chinese capital a spinning and weaving factory like that which Chang Chih- tung planned at Hankow.
The Daily Press on February 17th published a telegram saying that the a.s. Newchwang had returned to Shanghai, having been damaged in the river by a collision with the s.s. Sperber off Edwar Island.
The N. C. Daily News says that Mr. Arthur Hamilton Lee, M.P., who recently offended Germany with an indiscreet speech referring to naval expansion, was adjutant of the Hong- kong Volunteers in 1889-90.

The return of Stamp Revenue at Hongkong during 1904 has been published. The total amount is $541,460.21, &n increase of $25, 103.66 on the tamp Revenue for 19v3.
Sergeant Walsh, of the Naval Yard Police, has been recommended for this Royal Humane Society's medal for saving a naval officer from drowning, at Yaumati on the 13th inst..
We understand that Dr. Atkinson, the principal Civil Medical Officer, will shortly leave Hongkong on furlough, and that Dr. Clarke will take charge in his absence.

The Japanese Government has just given out extensive orders for tent canvas to Sco'ch linen manufacturers. As the orders are additional to those recently executed and, as delivery is spread over several months, it is inferred that the Island Kingdom is determined to prosecute the war well into the year.
A telegram to the Daily Press on February 20th announced the death of Sir Robert Jardine, senior partuer in Jardine Matheson & Co., who was created baronet in 1885. He was just eighty years of age. He was M.P. for Ashburton in 1865-68, for Dumfries 1868-74,
and for Dumfriesshire 1880-92.
The Captain of the P. & O. steamer Japan on his arrival on Feb. 10 reported that on the 18th inst. at 0.44 p.m. in latitude 15 deg. 19m. 30s. N., longitude 112 ́déğ. 38m. 158. E., he passed a spar or mast covered - with barnacles and projecting about four fest2 above. the surface of the water and apparently attached to a sunken derelict.

Mr. M. Noma, Consul for Japan, wrote on Feb. 10 to say that he had received an official telegram from Baron Komura to the effect that the order of the Japanese Naval Department regarding the articles of contraband of war which was promulgated on the 10th February 1904 has been amended to the effect that in- article 2 of the said order the words “clothing and its material" will be added after the word
liquors " and that the words “ and other kinda of fuel" will be added after the word “
