The
Senior Constabulary Inspector Hermaon, of Cagayan, Mindanao, P. I., with Supply Officer Johnson, on the 6th inst., pirated the 37-ton steamer Victoria, taking three native soldiers, and forced the captain to put out to sea. Victoria then halted a coasting steamer, filled her bankers, and lauded a party on the coast at night to search for wood and water; one soldier concerned were short of Government funds, aggregating $6,000. The Victoria returned to Miad nao at midnight on the 9th inst., both boat and crew boing intact. The captain states that the pirates intended to go to the Cagayan. Islands, in the Sulu Sea, after loading wood and water. But the crew contrived to change the Victoria's course and ran her aground at Bay-
