It is a common spectacle at the flower market in Wyndham Street ideo intending purchasers, especially ladies, surrounded by a dozen or so flower-vendors, each one pressing on fla prospective buyer the superiority of his own wares, to the accompabimeut of a chattering that is bewildering in the extreme. Of late, however, the pol co have been endeavouring to put a stop to this annoying practice, and with good results; the summary seizure and destruc- tion of the bouquets and wreaths belonging to the salesmen guilty of such misd meanour should serve them a lesson for their better bhavi-ar in the future.

There arrived on the 7th inst Petersburg and Singapore His Imperial Russian Majesty's training ship Okean, the former port having been left on 23rd June and the latter on the 2nd inst. Captain Egorieff is in command. The Okean is an 18 knot vessel of 11.00 tons displacement and was launched at Kiel in 1901. In the first instance, the Okean is a coal transport. She will carry 4.000 tons of coal and steam 10,00 miles, with 800 tons es her own supply, at reduced speed. She bited with Thornycroft, Schulz, Yarrow, Bolleville, and Nielausse boilers for instructional purpo es. There are over 360 stokers and mechanis on board. They are: divided into six batches and each batch takes its turn in the engine room. The Okean is on her way to the Far East and then returns at leisure to Russia. There the crew will undergo a practical examination upon what they have learnt during the present yoyage. The success- ful ones will then be in a position to undertake important duties as overseers or forem n in charge of stikers, firenjen, aud mechanics.

The German ship Silvia (Cuplain F. Fagra) arrivedou the 8th inst, from Hamburg, which sh left on the 2nd August, with 40 1st-class officers, 20 2nd-class officers, and 1,02 soldiers on board, bound for the North.
The German gauboat Tiger arrived o the 8th just. from Swatcw..
Still another story about the movements of H.M.S. Argonaut, which was reported as having sailed for home last Sunday. It now appears that the Argonaut's orders do not carry her further than Singapore, and that she will pro- bably remain at that port about three months The cruiser did not fly a paying off peunaut while in the harbour this fact has been much commented on, and seems to bear out the latest version.

A suggestion that Indian planters should take the production of Oolongs has been considered by the General Committee of the Indian Tou Association and referred by them to the Indian Tea Cess Committee. It is proposed that an India tea planter of experience he sent Formosa to learn how the peculiar flavour of these teas is obtained, as consumers in America are willing to pay a higher price for these than for any blac: ten.
t
A Reuter's telegram of the 9th inst. states: Russia has raised the duty on Ceylon and Indian teas, imported through the European frontier or the Black Sea, from 314 roubles per prod to 34 roubles.
