EPITOME OF THE WEEK.

Sir Henry Blake, G.C.M.G., the present Governor of Hongkong, has been appointed Governor of Ceylon in succession to Sir J.West Ridgeway, who retires next month.

Japan is evidently not going to wait long for the opening of Wiju. The Nippon Yusen Kaisha is already starting a line of steamers between that port and Chemulpo.

Shanghai was declared an infected port at a special meeting of the Hongkong Sanitary Board on Saturday, the 5th inst. The cause of this action is the cholera prevalent at Shanghai.

ARRIVAL OF MAILS.

The German mail of the 4th ult., arrived per N. D. L. steamer Zieten on the 1st inst. (27 days); the American mail of the 8th nlt. arrived by steamer Siberia on the 4 h ins!, (27 days); and the French mail of the 7th ult., arrived per M. M. steamer Australien on the 6th inst. (30 days),

Empress of India, says that Viceroy Shum, for whom the gunboat was transporting troops, arms, etc., is of the opinion that the fault was eutirely on the part of the mail-boat, and there- fore he has requested Viceroy Wei of Nanking to instruct Yuan Taotai of Shanghai to engage counsel and sue the agents of the C.P.R. Co. for damages.

The N.-C. Daily News says that the meeting of the Consular Body to discuss the Supao case has not yet taken place, and there is con SE- quently no question as yet as to sending the difficulty back again at Peking. The prisoners cannot be gaoled indefinitely, says our contem- porary, and the probability is that they will be shortly brought before the Mixed Court and tried in accordance with the original agreement with the Taotai.

There is a rumour in Peking that the present Shanghai Taotai will be dismissed, and Ching Kuau, who has made himself notorious as a tool of the Empress Dowager's party and a zealous reformer-hunter, will be appointed his successor. The N.-C. Daily News declares that to make such a man as Ching Knan Taotai of Shanghai at the present conjuncture would be an insult to all foreigners there, and a grievens injury to native residents.

Mr. E. Root, U.S. Secretary of War, having résigned, and Mr. W. H. Taft, Civil Governor of the Philippines, having been appointed in kis place, Mr. Luke Wright, now Acting. Governor, will be full Governor on the 1st January next. Mr. Root has been persuaded to continue in office until then, though anxious to resign at on100.

The Tientsin correspondent of the N.-C Daily News says it is reported that the Russians, having secured the bonds of the ex- tramural (Shanhaikwan-Newchwang) railway line, are now arranging to assume control of the direction, Mr. M. T. Liang, Director of the 26th ult. ostensibly to view the damage done to Imperial Railways of North China, went on the

A Tokyo despatch to the deali states that negotiations for a Russo-Japanese convention have been opened by Mr Kurino, Japanese Minister to Et. The Swatow correspondent of the N.-C. Daily News says that the fight between the. native merchants aud the shipping companies there is at an end. It has resulted in a victory for the companies, who stood together all through, and were not dismayed by the influx of tramps. Henceforward the steamship com- panies will be able either to clear their godowns

within a reasonable time for the admission of

fresh cargo, or to make consignees pay rent.

It is believed, says the N.-C. Daily News correspondent at Tokyo, that the Japanese government is planning a radical reform in the system of collecting the taxes on sake and tobacco, thereby ultimately adding fifty million yen to the revenue without increasing the burdens on the people. Bills in that sense will be introduced at the next session of the Dist, and the surplus thus obtained will be devoted to reducing the direct taxes, and providing funds for public works.

It is reported from Cant a that General Faug, finding that the Kwangsi rebels have been showing a friendly disposition toward the Cantonese troops in the Imperial army (who presumably have reciprocated), whereas they are animated by great batred against the Hupeh troops, conceived the idea of dressing his Hupeh

men in tantonose uniform with no small amount of sucess. Tho Kwangsi shop people have been showing a far more friendly spirit toward the reb is than toward the Hupeb soldiers

According to a gentleman just returned from the Canton Hankow railway, the rate of progress being made promises to see the railway completed in about 5 years' time We learn from other sources that by October the line will be in operation to Fatehan 15 miles or 30 from Canton. As a matter of fact the line to Samshui-30 miles should have been in working order last month. At present there are five miles of the road completed and a pug engine has been put on the line for construction

purposes.
