The now Chinese Imperial Mint which is to he constructed in Tientsin is to be built near the East bank of the Poiho river, and is to be very HONGKONG OFFICE: 14, Des Vœux ROAD CLOn the 8th inst., Chen Pib, Governor of large affair, according to the N-C. Daily News. LONDON OFFICE: 131, FLEET STREET, F.C. Peking, and P'n Hsing. Vice-President of the Board of Rerenno, who have been appointed Assistant Directors of the new Mint, came down from Peking to take a look at the proposed sita in order to report the matter to the Throne, If nothing prevents, the new Imperial Mint is expected to be in working order the beginning of the winter of 1904.

A Soonl telegram of the 14th inst. says that the officers of the Corean Imperial Household in consultation with the Cabinet have agreed upon the policy of opening Wiju, and the question is to be finally disposed of as soon as the Foreign Minister resumes duty.

A determined effort is to be made by the Customs anthorities to stop the smuggling of 73 Chinese into Manila. In future every versel entering the port of Manila from any and all Chinese ports will be thoroughly searched by the Secret Service Department of the Custom Ionse.

At the Supao sedition trial in the Mixed Court, Shanghai, on the 21st inst. the case was adjourned on the receipt of orders from the Diplomatic Body, who apparently, our Shanghai | correspondent says, contemplato allowing the rendition of the accused to the Chinese officials without the necessary preliminary trial in the Mixed Court..

Peking. July 16, says "A Shensi despatch A special to the Shanghai Times dated received in this city states that there was an anti-Christian aprising in Pinli-hsien in Shunan fa. Two missionaries are still missing. The Viceroy and the Governor have been ordered to settle the matter without delay." There is no coufirmation at present of this report about the missionaries.

Eleven Russian torpedo-boat destroyers were to leave Kronstadt yesterday, the 26th instant, to reinforce the Russian Squadron in the Far East. Th: Standard's Ödessa correspondent says it is reported from Moscow that 128,0.0 men of the Central Northern 'garrisons are

being mobilised for immediate despatch to tlie Far East in case of need. Peace preparations evidently continue.

His Excelleney the Governor, Sir Henry A. Blake, G.C.M.G., with Captain J. B. Arbuthnot, A.D.C., called on his Lordship the Right Rev. Bishop Piazzoli on Thursday evening and offered his condolences on the death of Pope Leo. Tomorrow, at 8,80 a.m., a requiem service for the late Pope will be held in the Roman Catholic Cathedral, Hongkong, the Right Rev. Bishop Piazzoli officiating. The service wil consist of the solemn requiem mass, followed by the exequies. For the occasion the church will be draped in black, and the mass will be sung to Gregorian music by the choir.

Mr. Hector Sampson committed suicide at Shanghai on the 21st inst. The late Mr. Sampson was form rly well known here, where. ho was born and where he received his education at the Government Central School, now Queen's College, some twenty-five or more years ago. ford and Co. for some time after leaving school, Ho was an assistant for Messrs. Removing to Shanghai he has had a very varied career, as assistant in a mercantile firm, broker, insurance eauvusser, etc. He was a keen and enthusiastic sportsman. No motive can be assigned for his suicide, as far as we know. He leaves a wife, and other members of his family are, we believe, in Shanghai,

The Kobe Chronicle says:-The acceptance by Marquis Ito of the post of President of the Privy Council is a practical relinquishment of his position as leader of the Constitutional party, as it is an unwritten law in Japan that members of the Privy Council, who are advisors of the Emperor, cannot at the same time be a member of a political party. Ifis acceptanen of the post may be regarded as marking the end of the struggle between himself and Count Katsura, in which Count Katsura has proved victorious. It may be shrewdly judged that the position of antagonism to their leader which has grown up in the Constitutional recently occurred, have had no small part in party, and the defection from its ranks which inducing Marquis Ito to take a step which practically cuts him off from participating in party politics. The result will be watched with no little interest.

With regard to the financial position of Japau, the N.-C. Daily News correspondent, writing under date Tokyo, 15th July, says: -"The gold reserve at the Bank of Japan is announced to bə 113 million yen The Bank also holds 40 million yen in gold bullion and foreign gold bonds, and the Treasury 20 millions, thus showing 173 millions of gold against notes issued to the amount of 200 million yen. This is an unpre- cedented situation and the rate of interest is gradually falling. New stocks, companies, and concerns are being floated. The foreign trị dò for the first half-year shows a larga increase both in exports and imports, but the excess of imports is owing to last autumn's had rice- crops. Now, with a favourable climate, there are hopes of a good harvest. A strong conflict is anticipated about the next Budget One party of officials advocates a reduction in administrative expenses and increased taxation. while others timídly adviso domestic loans for the naval increment. This controversy in no wise shows financial weakness, but only a difference of opinion.
