The Secretary of the Corean Legation at St. Petersburg has returned unexpectedly to Seoul, bringing à confidential despatch from the Russian Government. which is supposed to contain an outline of Russia's intended policy in Corea.

It is expected that the cible bolween Fanning and the Fiji I-lauds will be completed by the 1st of November. The cable-ships will then co-operate in the laying of the proposed American cable to the Philippine Islands, which, it is believed, will be finished before the 4th of July.

Russian newspapers s ate that the objects of M. de Witte's four are in connection with the inspection of Vladivostock and Dalny. Vladivostock wants a coinmercial harbour and a modification of the Customs dues, It is stated that an expenditure of several millions of roubles is needed at Daluy, as since the breakwater was built the port has not been ice-free.

A large meeting of the China Association was held at Shanghai on the 27th October. The Committee brought forward a resolution approving Sir James Mackay's treaty. Mr. E. S. Little vigorously opposed the resolution. Council, mored, and the Committee accepted, an Mr. J. O. P. Bland. Secretary of the Municipal amendment asking for safeguards from China and suggesting additions to the treaty to prevent misunderstandings and friction and to ensure China's observance of the terms. The amended resolution was carried by 53 votes to £5.

L'Echo de Chine of the 25th ult, suggests that the proposed visit of the Court to Paotingfn is inteided to become a permanent change of the capital of China, the Empress Dowager having never been really at her ease since her return to Peking.

We were informed on Wednesday from reliable Chinese sources that H. E. Tak Sow, Acting Viceroy at Canton, had commissioned the Black with three battalions of Black Flag troops to Flag Chief, Lu Ying Fu. to proceed overland

M. Doumer, late Governor-General of Indo- China, vehemently condemns M. Delcassé, Minister of Foreign Affairs in France, for concluding the new treaty with Siam. M. Donmer's aggressions would, of course, have been on a larger scale.

According to Shanghai reports, the provin- cial authorities in Szechuan are disturbed over encroachments within their boundaries of Russians who have come over from Tibet. They have memorialised Peking to ask that help be furnished by Imperial troops to save the borderland from further invasion.

A telegram received in Tokyo says:-"The statement that Vladivostock is to be made a free port is baseless, nor has any intimation been received in official quarters, it is said, as to the abolition of import duties. In official quarters all knowledge is denied of any negotiatious for a commercial treaty between Japan and Russia."

Daily News, the military author- ities of Paoting are busy enlisting 3,000 more new troops, to be added to his disciplined forces, while on the other hand a similar number of the Hung-chang, and Lien Chun or foreign (?) obsolete Huai Army of the late Viceroy Li

drilled territorial army of Chihli, are being gradually dismissed to make way for the new troops. In this way it is intended to gradually replace the obsolete corps of Chibli in two years.

Already a permanent force of | 8,000 has been sent, composed of 1,500 cavalry 4,500 infantry, 1,000 gunners and 1,000 camp followers.

A Tientsin telegram, published in the Asahi, states that the Japanese Government has pro. posed to China that the following policy relating to foreigners should be adopted on the opening up of Manchuria :-

1 !. That foreigners be allowed to travel freely

in the province of Shinking.

That the Shinking General should treat all nationals impartially, without making ary

discrimination between them.

3. That markets should be opened, and foreign trade freely allowed.

That the life and property of foreigners resident in Manchuria should have as good protection as in the Southern provinces of China.
