H. E. Phya Sri Sahadebli, Siamese, Vice- Minister of the Interior, will be leaving Bangkok shortly upon a mission to Europe, in which he will visit London, Paris, and Berlin.
Riots have occurred in two places in the province of Chollado, Cores, owing to the 15 extortions of tax collectors. Three Japanese 15 residents were killed in one place, and some
fishermen in the other.

According to the National Zeitung, the Ger- mån eru sers Geier, Seeadler, Bussard, and Schewalbe will very shortly leave East Asiatic waters and return to their respective stations in America, Australia and East Africa.
Major-General Sir Arthur Dorward, K.C.B.. Office; receiving the order on his return to D.S.O., has been recalled home by the War Shanghai from Japau on the 25th ult. General Forward is to leave Shanghai by the Empress of Japan to-day.

News with regard to the Philippines this week, is of a diversified character We learnt first that the Conference Committed on the Philippines Bill had agreed to a compromise, eliminating the gold standard and postp ning the constitution of a Legislative Assembly until | the census. On the 3rd it was announced by our London correspondent that both Houses of Congress had accepted the Committee's recom- mendations and that President Roosevelt had signed the Bill. It appears also that United. States Government has decided to issue a pro- clamation grauting au amnesty to all political Filipino prisoners, including Aguinaldo. On the other hand it is reported that the negotia tions between the United States and the Vatican over ecclesiastical affairs in the Philippines are not proceeding satisfactory, the Vatican's demands being regarded as Impossible by the U.S. representatives.
According to news received from Péking by the "Chugai Tsushinsha," a news agency in Tok yo, the Commander in-Chief of the Russian Army in the Amur district of Siberia has deci- ded to withdraw all the troops stationed in the district extending from the south-western part of Shingking province to the Liao River by the middle or the end of September next, and has issued a private notice to the Commander of the Russian troops in Manchuria to this effect. The Chinese Government at Peking has also been informed of this proposal through M. Les sar, the Russian Minister to China The num ber of Russian troops to be withdrawn, accord- ing to the note of the Russian Commander-in- Chief, is 35,000 of which 18,000 are infantry, 8,000 cavalry, 7,000 artillery, 1,000 engineers and 1,400 belonging to the Commissariat De- partment. It is reported that the Chinese Go- vernment has decided to commission General Mah to garrison Manchuria with a mixed force of 26,000, of which 13,300 have been trained according to European methods.
