the Franco-Russian With regard to "answer to the Anglo-Japanese Agreement, the Berlin National-Zeitung considers it rather impossible that Russia has pledged her- self to support France elsewhere in certain con- tingencies in return fer French support in East Asia.

Despatches received from Newchwang by Chinese merchants at Shanghai report the recent arrival in that vicinity and other parts of that province of large numbers of Russian troops, the major portion having come, it is farther reported, from Port Arthur. All the new arrivals seem to be thoroughly equipped and supplied as if for a campaign.

A private telegram received here from Port Admiral Sir Harry Keppel left Singapore Arthur, says the Nagasaki Press, confirms the 240 for home on the 17th inst. by Lord Crawford's recent current statements of the suspension of 240 yacht Valhalla, after four months' stay in Sin-work at Talienwan. It is a notable fact that all those who have recently visited either Port Arther or Talienwan speak of a general feeling among, the, Russians there that an outbreak of war between Russia and other powers is certain to come.

The Russians have sent five hundred soldiers from Kinchow to Chêngtê (Jebol), in the Pro- vince of Chibli for the avowed object of sup. pressing brigandage in that locality.

The new Customs Tariff in Newchwang came into force on the 11th inst. Specific duty will be imposed at the same rate as in Shanghai and On the 9th March, at Wuhu, the wife of F. E. Tientsin, instead of the ad valorem duty LUND, of a daughter.

The men-of-war that are being sent by Japan to the Coronation are the armoured orniser, Asama, 9,750 tons, built at Elswick in 1898, and the cruiser Takasago, 4,160 tons, built at Elswick in 1897.

Our Manila correspondent's telegram on the 22nd inst. stated that ten suspected cases and seven deaths from cholera had occurred within the past thirty-six hours not thirteen, as we reported last week. No further news has been received of the outbreak.

Baron Kodama is resigning his post as Japanese Minister for War with the purpose of devoting himself to his duties as Governor- His portfolio goes to General of Formosa, Viscount Terauchi, now Vice-Chief of the Headquarter Staff.

A telegram was received in Shanghai on the 17th inst. from Peking by the Superintendent of the French Council, stating that the Emperor was much delighted on hearing of the kind re- coption which some of the foreign residents accorded to Prince Chun during his short stay in Shanghai. In order to show his great appre- ciation of the respect they paid to his brother the Emperor has announced his intention to award gold medals to these residents.

The Foreign Powers jointly demand security that no new troubles shall break out in Tientsin, and mean to maintain their garrisons in that city. The following Northern Notes, dated Peking, 15th March, appear in the N.-C. Daily News: -The three Viceroys, Lin Kung-yi, Chang Chih-tung, and Yuan Shi-kai, bave sent in & joint memorial den uncing the Cheng Wa Chu (Department of State Affairs), on the ground that no effective result has followed its in: stitution, that its existence is merely nominal, and it has entirely disappointed the h pes of the Government and the people.-H.E.
