Lients. Rowand, Headlam, and Huddlestone have been appointed Assistant Marine transport officers in China.
The present Census gives the Rangoon population at 232,236, as against 180,324, in the last Census, or an increase of 51,912.
The three Russian warships Rossia, Petro- pavlosk and Giliak are said to have been seen firing live shells at "dummy" Japanese men of-war at Chinhaiwan, which were especially put up for the purpose.
The Chinese Representative in Tokyo is said to have addressed to his Government a memorial of over 200 articles nrging the reform of China's administration on Japanese lines. It is added that Viceroy Lin, to whom, in common with
· other local officials, the memorial was sent by the Throne for consideration, has endorsed many of its recommendations.
The rough totals for the Census at Singapore show the population of the Settlement of Singa- pore to be 225,871, as against 183,281 at the Census of 1891. The increase thus amounts to 42,090. The population within Municipal limits amounts to 202,936, and outside Municipal limits to 22,435. The increase is, therefore, 41,662 within Municipal limits, and only 428 outside. These figures are of course only approximate.
A public meeting was held at Penang last week to consider the arrangement to be made for the preparation of an address from Penang to be presented to Duke and the Duchess of Cornwall and York, on the occasion of their visit to Singapore. It was decided to present an address, the committee to draw it up being composed of the Resident Councillor, Mr. Vermont, and Mr. Ross. A committee to pre- sent the address was also appointed.

A Washington despatch of the 23rd ult, says: -Concerned at the report of the disaster that had overtaken Consul-General Wildman, the State Department addressed a telegram to United States Despatch Agent Copper, at San Fran- cisco, asking for such information as might be| had. To-day the reply was received: Francisco, February 23.-Rio sunk a few minutes after striking; over one hundred miss- ing. Consul General Wildman and family have undoubtedly perished." Seven applica. tions already have been filed at the State De- partment for the Hongkong consulate.
