An Imperial decree has been issued announ- cing that the Emperor of China. Hunng Hsu, resigns the throne, the nine-year old son of Prince Tuan being proclaimed Emperor by the Empress Dowager.
Prince Valdemar of Denmark has arrived at Hongkong in the cruiser Valkyrien, He will remain here for eight days on board his ship.
Messrs. Bois, Hardoon, Brunat and Chapsal
have been elected Councillors for the French Concession at Shanghai for the coming year.
American troops have been dispatched from Manila to the Island of Leyte, to subdue the Insurrectors there and establish American rule.
His Excellency Hugh Clifford, the Governor of British North Borneo, arrived at Singa. pore on the 13th inst., and bas left for Sanda-
kan.
The steamer Energis, from Moji to Nagasaki, is reported to be ashore in the Obres Channel, Hirsto Island. Assistance has been sent from Nagasaki.
Two more cases of unmistakeable babonic plague bave occurred in Manila. Out of thir- teen cases reported eight have proved to be bubonic plague.
Messrs Gibb, Livingston & Co. inform us that they received information that the dirlie is ashore at Cape Direction (E. Coast Australia, Torres Straits).
M. de Bezaure, the French Consul-General at Shanghai, together with the Chinese authori. ties, has been enraved in the delimitation of the new French concession at that port.
We learn that a Russian consulate will shortly be established in Hongkong, superced. ing the existing Consular agency, and the Consul appointed is now on his way here from St. Petersburg.
The University of Cambridge has conferred apon the Right Reverend the Bishop of Victoria the Degree of Doctor of Divinity, thus re. cognising the position of Dr. Hoare as a scholar and as a Colonial Bishop.
The Committee of the American Chamber of Commerce at Manila has decided to send a message to the U. S. Congress requesting the abolition of the present tariff and Customs dues, which, according to the old Spanish system, are
actually in force.

The loss entailed by the recent fire at the Astor House, Shanghai, is roughly estimated at Tls. 6,0, and is borne by the China Fire and Royal Insurance Companies, the former losing balance on fixtures and furniture. Tis. 4,00 on the buildings and the latter the
J. N. Jordan, Esq. H.M.'s Representative at Seoul, writes that the British residents at the capital of Corea contributed 1.585 yen, and those in Chemulpo 269 vex, towards the Transvaal War Fund, the total amount în starling being £189 5a, 8d.

The Osaka Fu authorities have introduced a bill to the Fu Sanjikai to appr priste yen hundred do tors to enforce health inspection, 37.059.92. for the expense of engaging two

The new Ordinance for the Protection of Women and Girls (Hongkong) bas een in operation but a short period, yet already a wonderful change has been effected, Several prosecutions under the Ordinance have already been instituted. In four cases fines of $25 each have been imposed and in three osses each of the offenders have been fined $50.
Other summonses have been taken ont.
At the Supreme Court, on Friday, Mr. N. Nervegna, of 31, Wyndham street, merchant, and at one time Acting Consul for Italy, was awarded a verdict in his favour in a libel action
brought by him against Wong Bbn Tong, of 14. Praya Central, as proprietor of the Taun Wan Yat Po, and Ng Sai Yang, of Gough street, as printer and publisher of the said newspaper. He claimed $19,000 damages, and the jury awarded him a verdict against both the defendants, damages $11,370.
The French mail steamer La Seyne which, it will be remembered, ran ashore near Gerına Light some days back when coming up from H. M. 8. Hermione on Saturday, 13th inst. The Hatavia, was unfely towed of the rooks by mails and passengers had been previously brought on to Singapore. There was found to
be little damage to La Seyne, and as she made little or no water it was decided to bring her to Singapore under her own steam. She arrived on the 13th inst., and was immediately docked at Tanjong Pagar. Beyond the bending of a few plates in the fore part of the ship, there is little damage done.
A comparative statement of the Stamp Revenue of Hongkong for the years 1898 and 1899 is published in the Government Gazette. The revenue in 1898 amounted to 8351,422 25 and in 1899 to $388,698.3. As Pope said that tombstones "lift their heads and lie" we may` say that there is nothing which lie sa facts do, although they "are chiels that winns dang an' daarna be disputed," while of all facts there are none more misleading than statistics. The returns show a gross increase of revenue from stamps in 1899 of $71.422.70, or say twenty per cent over that of 1898, and a net in- crease of 837,276. But we and among the items of increase one of $41,217 on a revenue of 828,121 from “Conveyance or Assignment " în 1898. This is no evidence of prosperity, it rather points to the reverse if it indicates any- thing at all. Again on the side of decrERSA we have an item of $32,408 from
"Probate or Letters of Administration." the revenue from that source in 1849 having been just half of that in 1898. The gross decrease for the year was only $34,156, so that this one item forms almost the whole of it. Does that indicate a falling off in prosperity? If any conclusion is to be drawn from it, it is favourable one; our citizens are not dying so fast; they are pro- sperous and prosperity is the best preservative of life. The other most noticable items of increase are about five per cent, on Bank Note duty, six per cent. on Bills of Exchange, over eight per ceut. from Mortgages, six per cent. on Policies of Insurance, fifty-six per cent. on Transfers of Shares; and ten per cent. on Adhesive Stamps,
