Mr. H. O. G. Bax-Ironside, Secretary of Legation and ex-Chargé d'Affaires at Paking, arrived at Shanghai on the 29th November on his way home on « year's furlough.
The Straits Times says:—People in Singapore who want to buy horses and are surprised at the increase in prices may as well know that that increase is due solely to the Transvaal War. The Imperial Government have buyers in Sydney, Melbourne, and elsewhere; and, when the mail left Australia, they had bought upwards of 2,000 horses. Since then, they have probably bought many more,

Shanghai, 30th November. H.E. Sheng, Director-General of Railways, eto, etc., has been detained at Peking by order of the Empress Dowager to assist in the con- sideration of the question of revision of the Customs Tariff, revision of course meaning in- H.E. Nieh, formerly Taotai of Shang- hai and at present the Treasurer of this province is associated with Sheug in this task, and it is considered probable that the latter will be made a Minister of the Tsungli Yamen to give him the necessary standing to negotiate. With all its efforts and all Kwang Yi's, extortions the Board of Revenue finds itself still face to face with a big deficit, and as internal finan- cial reform is hopeless under the rule of the Empress Dowager, the only expedient is an iunrease of the Customs tariff, The Govern ment has put this off as long as possible as it involves two courses which it detests; asking a favour from foreign Powers, and investigating its own fiscal abuses. The open- ing of the question of revision was waiting for the return of Bir Claude MacDonald to Peking. the Chinese counting upon all the other Powers following suit if England agrees to their proposals. The Chiness have been told that we are quite ready to agree to a revision of the tariff, if it is accompanied by a complete reform of inland taxation, and on this Sir Claude will doubtless insist.
Shanghai, 4th December. We announced on Thursday that B.E. Shêng, Director-General of Railways, was charged by the Empress Dowager with the task of arrang. ing with the Powers for a revision of the tariff. On Friday, the Ist instant, a decree was accord- iggly issued appointing H.E. Shêng Imperial High Commissioner with plenary powers to consult on this question with the Treaty Powers. -N. C. LI HUNG CHANG'S NEW APPOINTMENT,
The N. C. Daily News Native correspondent telegraphs from Peking under date of 24th November as follows:-
Two
censors conjointly memorialised the Empress Dowager yesterday to the effect that the success Kang Yi had met in raising funds for the exchequer although good would have been far better had he been one in whom the mercantile classes and traders believed, hence it followed that Kuangtung and Kuangsi had only been partly exploited for the good of the State. This argument struck the Empress Dowager as a very cogent one and she consulted with the Grand Council as to the man who possessed most fully the confidence of the mercantile classes, among the high Ministers of the Court. The reply was unanimously in favour of Li Hung-chang will the result that H. E, was this morning appointed "High Commissioner on Commercial Affairs, with instructions to visit the various treaty ports and investigate the conditions therein." This appointmeat has been made not exactly in favour of the commercial and trading classes, but really for the purpose of persuading these people to contribute more generously to the needs of the Empress Down- ger's armies.
The N. C. Daily News, in a later isane says -It is reported that H.E. Li Hung-chang ob- tained his recent appointment through his co- Grand Secretary Jung Lu. One day the latter called upon the former and during the conver. sation Li complained of his unsatisfactory posi. tion in Peking and begged Jung Lu to procure him some active employment. The outcome. was Li's appointment as Investigating Com- missioner of Commercial matters in the Treaty ports. The report shows two points in favour of Jung Lu; he gets another of the protégés of the Empress Dowager out of Peking, and secures the gratitude of Lå for getting him an active post.
The German steamers Suitai and Suian, DOW in course of construction, are expected, the N. C. Daily News says. to be in commission by the end of this month, wh a they will be put on the Shanghai-Hankow run.
