An Imperial decree was issued on the 5th instant in response to a memorial presented to the Throne by Kang Yi, the High Commissoner. The memorial was to the effect that by a scheme formulated by Kang Yi for the modification of the regulation relating to the salt tax, the lekin tar, and the abolition of some nseless posts, the Government will receive a revenue of 1,600,000 taels annually more than the amount formerly collected in the province of Kwangtung. As Kang Yi reports that the new regulations in no way aim at squeezing the people, who need not pay a single cent more than they have been used to pay, the Viceroy and the Governor are en- joined to watch their subordinate officers care- fully, not allowing them to make any squeeze from the merchants. The sum paid in advance by the merchants should be deposited during the tenth moon in the Government Treasury | and be subject to the orders of the Board of Revenue.
The merchants of the seventy-two, guilds went to see the Viceroy and the Governor the other day to consider the question of imposing a shop tax as a substitute for the likin taxes. The Viceroy and the Governor want the membants to find some rich representatives, to be responsible to pay the 4,000,000 taels annually. The merchants replied that it is very difficult, but them to find such responsible representatives for they are willing to pay 1,000,000 taels in advance..

Another highway robbery on Shaukiwan Road has been reported to the police. At about six o'clock on the night of the 10th inst a China- man was passing below North Point when he was attacked by three men, who knocked him down and robbed him of $4.50 and a basket of fish, subsequently escaping up the hillside. The oc- currence was reported to the Police at Wan- chai, but as the man could give no description of his assailants the Police had nothing to go upon.

At the Magistracy on Monday a Chinaman was committed for trial for attempting to pass counterfeit money. He went into a shop in Hollywood Road on Sunday and tendered some counterfeit coin in payment for some plush and velvet. The shopman refused the money and said he would call the Police. Defendant, be- coming, alarmed, paid for his purchases with a $5 note. The shopman-handed him back the counterfeit money, but observing his customer had more bad coin in his possession he called an Indian constable and handed the man over to
his custody. He was found to he in possession of 88 ten cent pieces and four 20 cent pieces, all counterfeit.

As the result of a row between coolies on Monday night two men appeared at the Magis: tracy on Tuesday morning to give evidence ag- ainst another who was charged with ontting and wounding. It appeared that prisoner had gone to the house of one of the complainants, some four or five other men being with him, and asked him to come out to fight, and on the man going into the street he struck him over the right cheek bone with a chopper, afterwards cutting him twice on the wrist as he was holding up his arm to ward off the blow. On the other com. plainant interfering prisoner struck him over the breast with the chopper. The chopper was produced in court and was covered with blood. Prisoner was given in charge of a European constable and taken to the Central Police. Station. He was fined $20 or a month for the first assault and $5 for the second.
