"About" the time General Bates began to realise that kis mission was a tride more diffent than be, had anticipated and that the question of arrang- ing a meeting was really a sérions undertaking. But this kind of thing could not go on much longer and it was not just in line with the treatment usually accorded a General. So Bates sont the Sultan a rather peremptory message to the effect that he was wanted at Jolo to discuss affairs of importance. In due time back came the willing courier to inform the General that His Excellency the Sultan was engaged in the celebration of the most pro- found religious ceremonies, and could not be disturbed with paltry mundane affairs under a any consideration for a period of at least week.

This rather settled the question for the time being, as the instructions were to assure the Moros that they might enjoy perfect religious freedom, and under no circumstances were they to be disturbel or hampered. It must be re- membered that many days had alrea y passed in allowing the couriers to cross and recrom the arrow island and here was an assured delay of week at least. Well, the General waited and

fend aids and the 10,000 pesos. However, time was not spent in idleness, for some of the neighbouring ports were visited and two or Shree Dattos controlling dependencies of the tan" were interviewed. From these it was that the Sultan was a man of weak character, not over honest, and unpopular with his peopl The old Sultans his mother, in reality holds the reins and prac| tically rules for the son. The leasing of the rich pearl Fisheries to the Chinese and Germans has caused a great deal of dissension among the Daftos, ar headmen, who rule the districts under the Sultan's way. It is claimed that the proceeds of these leases are tied up in the coffers of the Sultan instead of being fairly divided damong those who are entitled to shares. One of the Dattos is most positive in his expressions of dislike and it would take but little to bring on a fight.

Finally the day set apart for religions uses ame to a close and the Sultan called on the General attended by a gorgeously and bar barically arrayed retinue. The visit was most formato and consisted merely in a lengthy azokange of pólite expressions, beyond which neither side seemed able to penetrate. Then the Sultan went back to his palace on the other side of the island and according to latest he bad not again favoured the infidels

The following correspondence is attached to the minutes of the last monthly meeting of the General Committee of the Hongkong General Chamber of Commercest lucan thin

“Hongkong, 31st July, 1899. Sir-We beg to enclose copies of letters which ・ our Canton firms have addressed to H.B.M's Consul at Canton, and also to the Canton Chamber of Commerce, on the subject of the disorganisation of the silk trade there, caused by the lawlessness now prevalent in the provinces of Kwangtung and Kwanget, which seriously interferes with the delivery of silk that is under contract to foreign buyers.

The Chinese officials hitherto have shown themselves quite incapable of coping with the situation, which is daily becoming worse, and it requires no stretob of imagination to discern that this state of affairs must seriously inter- fere with all branobes of trade.
