A report is in circulation at Shanghai that Tinghai, on the island of Chusan, is shortly to be opened as a treaty port.

EPITOME OF THE WEEK,
Great indignation has been caused at Hong koug by the report that Shamchnu is to be handed back to the Chinese authorities, a mione. tary indemnity baing accepted in lien thereof in satisfaction of the bad faith of China in connection with the taking over of the Now Territory. Kowloon city is to be retained.
The theory has been advanced in India that the poisons of plague and malaria are mutually antagonistic. The places which have been most severely affected with plague have been non- malarious, while in malarious districts the dis- ease has obtained little hold.
The dainage by the recent fire in Foochow Road, Shanghai. is estimated at Tls. 200,000 La all forty-six tenements were destroyed, and the insurance on the contents amounted to Tls. 80.000. The buildings were also insured in practically every case, but the amounts have not yet been published.
A well-known and wealthy compradore, Mr. Wu Jim-pab, has successfully promoted a wool. len industry which is to be established in Tien- tsin. The machinery has been supplied through the agency of Mr. Deiffendorfer and will be driven solely by Messrs. Westenhouse & toa electric motors. The factory when ereoted will draw on Mongolia for its wool supply, which is specially suitable for the manufacture of army blankets and other coarse fabrics. – N. C. Daily Ne198.
There appears to be an epidemic of dynamite outrages at Seoul, where bombs have been fatal results. The cause of the outrages was thrown into several houses, in some cases with unknown, but it was pointed out as a curious houses the bombs have been thrown have the reputation of being pro-Japanese. Oue des. patch says some Japanese may be implicated in the plot, but it is thought the conspirators will prove to be relatives of the political refugees.

Senor Don Spagnolo, the new Spanish Con- sul, arrived by the M.M. steamer Caledonien on Saturday and bas taken over the duties of his office from Senor Don José de Navarro, who has been promoted to be Consul-General at New York Senor Don José intends to leave for his new Consulate by the C. P. R. steamer Empress of India on the 28th inst. He is, we regret to learn, in bad health at present, but the voyage will, it is to be hoped, contribute to his recuperation.

Colonel Mainwaring C.M.G., Commanding the Royal Welch Fusiliers has been appointed Assistant Adjutant General at Portsmouth. Colonel and Mrs. Mainwaring leave for home by the Empress of India on the 28th June.
A Penang telegram to the Straits Times states that the steamer Amboina was wracked on a rock off Beutinck Island, between Mergui and Renong, on the 13th June. All lives on board were saved. Bentinck Island is one of the largest islands of the Mergui Archipelago, situated south of the Gulf of Martaban and off the Eastern coast of the south extremity of Lower Burma. The Amboina left Penang on May 30th for Tongkak, Kopah, Maliwan, eto.
On the 6th inst., a disastrous fire occurred at Hankow and was not extinguished until some 160 Chinese houses had been burnt to the ground. Many boats moored near the fire were also destroyed.—Mercury.

The following is included in the last published minutes of the Shangbai Municipal Council :-- Formulated proposals by Sir Charles Ross are read for the purchase outright of the Council's Electric light, rights, privileges, plant, eto., which result in a full discussion. Decided that in view of the importance of this subject, it is desirable to call for au expression of opinion from the Ratepayers, at their forthcoming special meeting, in regard to the general ques- tion of disposing of the plant and business of the Electrical Department, and then to ascer tain whether it is the wish of a majority of the Ratepayers that such a transaction be effected in the event of the present or other proposals being regarded by the Council as acceptable and likely to be of benefit to the community.
The Ritualistic controversy has broken out at Singapore, where, ulike Hongkong, the Church is still a state department. The Free I'ress says that in a recent "Secret History of the Oxford Movement a list is given of the members of a secret, or private, society within the charch whose object is alleged to be the introduction of specified Romish doctrines and practices into the "Protestant Church of England as by law established." In this list are included the names of two clergymen whose salaries are provided, in whole or in part, by the public fauds of the Colony; whose names appear on the Civil List of the Colony; whose names appear on the Colonial Office list; who may draw pensions and do draw exchange compensation and are practically Civil servants in respect of those emoluments, present and prospective.
