M. Doumer, Governor-General of Indo-China. left Hanoi on his visit to Yunnau on the 26th May.
H.M.S. Woodlark, sister-ship to the Wood. cock, and, like the latter, put together at Messrs. Farnham and Co's Tungkadoo Dock, 467 Shanghai, made her trial trip on the 1st June.
The Birthday honours list includes two 468 Hongkong names, Mr. Thomas Jackson Chief Manager of the Hongkong and Shanghai Bank, receiving a knighthood, and Colonel Mainwaring, of the Welch Fusiliers, being made a C.M.G.

Great uncertainty prevails as to the prospects in the Philippines, many people confidently 475 anticipating the early surrender of the In- surgents, while on the other hand it, is asserted that they are in a position to hold out for a 476 long time to come.

Great alarm has been occasioned by a small outbreak of plague at Penang, but fortunately the disease appears to have been stamped out before it had an opportunity of becoming 480 epidemic. It is supposed that the cases were 480 introduced by the steamer Amara, from Hong. kong, but the evidence as to this is not con- clusive.

The German Minister at Peking. Baron von 481 Heyking, was on the 30th May received in andience by the Emperor of China, and in the name of the German Emperor hauded to the Emperor of China the decoration of the Order of the Black Eagle set in brilliants, and beauti- ful Girandoles made at the Royal Porcelain Manufactory at Berlin:

ARRIVALS OF MAILS.
The American mail of the 6th May arrived, per T. K. K. steamer America Maru, on the 3rd June (28 days); the French mail of the 5th May arrived, per M. M. steamer Sydney, on the 5th June (31 days); and the English mail of the 12th May arrived, per P. & C. steamer Bengal, on the 9th June (28 days).
EPITOME OF THE WEEK.
Dr. John H. Lochhead, for many years re sident in Hongkong and who returned to the States ten years ago, died at San Francisco on 4th May, aged eighty-seven.

From a private letter tho N. C. Daily News learns that quite lately the two little daughters of Mrs. Charles Dowdall had the honour of presenting a bouquet to the Queen at Cimiez, which was graciously accepted, and with the consideration that always distinguishes our Sovereign, Her Majesty in return presented her photograph to the little girls.
The steamer Palatina docked in the Sbang- bai Engineering Company's dock on the 31st May. It may be said she opened the Dock, as she is the first vessel of any considerable ton uage to take the blocks. The formal opening took place on the 1st June, when the dock was christened the Oriental. Some two hundred and fifty persons, including a number of ladies, were present at the function. After "looking round the dock the party adjourned to the office, where several toasts were suitably honoured.

Admiral Dewey resumed his homeward voyage in the Olympiaon on Tuesday afternoon, the flag- ship leaving her buoy punctually at four o'clock. It was raining heavily at the time. When passing the Powerful the Olympia band played the British National Anthem, the Powerful's band returning the compliment with "The As the Olympia. Star spangled banner. passed the Italian cruisers Etna and Amerigo Vespucci a similar exchange of 'courtesies took place.
According to the report of the Protector of Chine.e at Singapore the total number of immigrants into that Colony from China dur- ing the year 1898 was 133,558, as against 114,978 in 1897. Swatow sent 5,000 and Amoy 10,000 males more than in 1897, while Hong- kong sent 1.500 less. An increase in women and children from Swatow and Amoy is 'con- sidored satisfactory as shewing that the Chinese are settling af Singapore more or less perman- êntly.
Three foreign gentlemen have been decorated by the Chinese authorities; they are Messrs. J. C. Ferguson, Director of the Nanvang College, who has had conferred upon him the blue button of the third rank, Dr. Beebe, of Nanking, the Viceroy's physician, who has received the order of the Double Dragon of the third olass; and Dr. Fryer. of the Kiangoan Arsenal, who has been similarly decorated. The services of Mr. Ferguson in connection with the Extension of the Settlement have not been so obvious, but they have been more important than most peoplo imagine.-Mercury,
Sir N. J. Hannen, who was appointed arbi trator in the Hermes-Tamsui collision case, which occurred at Shanghai on the 23rd March, has delivered his award. He finds that the

The prospectus of the Weihaiwei Land and Building Co., Limited, is advertised. The pro posed capital is Tls. 250,000, divided into 10,000 shares of Tls. 25 each. It is proposed now to issue 3,000 shares only, of which 968 will be issued fally paid up in payment of all purchase money, and 2,032 shares are offered for public subscription.
