This time we shall deal with the 1911–12.
Revolution în Ching. It
overthrew the Ch'ing dynasty and replaced' with a republic of course. Note the following:
(a) When you spell the word "Ching”, remember the apostrophe after "Ch". This is not absolutely necessary but it makes things: more exact,
(b) The revolution that
succeeded in
overthrowing the Ch'ing dynasty started on October 10, 1911, but the
dynasty did not collapse till early the 1912. So we say 1911-12 Revolution. (c) There are both long-
term (or underlying) causes and short-term (immediate) copses. The dispute over railways between the Ch'ing government and the provinces was one of the immediate causes.
To what extent was the dispute over railways between the Chling government and the provinces responsible for the outbreak of the 1911 Revolution in China?
(This is a question similar to one that appeared in a UKCE Exam some years ago.)

You have to put emphasis on the cause that is being asked: the railway dispute, and then analyse other causes go ses to compare them with that cause. The aim is to show the importance of that cause in a back- sground of other cause

itself and see if they were true historically, Certainly, the provincial leaders (gentry, militarists and merchants) did not help the Ching to suppres9 the revolutionaries after October 10, 1911. These provincial leaders did not actively organize the revolution, but their declarations.

As a result of increasing population the need for social welfare services arises. Social problems such as crime, drug addiction, family problems, and juvenile delinquency. are thus created. IV. Reasons for the
population control in Hong Kong
Population control is significantly important in Houg Kong for the following reasons:

of population growth, it can be an
impediment to economic progress. It poses. a heavy burden on the community in the sense that the provision of adequate employment for a growing labour. force can be
difficult, and that resources for economic development may be diverted to meet the immediate demands of an increasing number of people for basic goods and services, such as foodstuffs, housing, education, medical care,
transportation, etc. b. As population grows
rapidly, per capital income may be reduced. This means that the income..

individual falls since the Gross National Product will be shared by a greater population gize.

countries, Hong Kong is characterized by an extreme shortage of natural resources.

The only beneficial way to maintain her export's competitive- ness in overseas. markets is to improve.. the labour skills and industrial technology To achieve this, a good human capital must be improved. Thus it is necessary to have adequate training programmes for the young generation, while at the same time population control is essential.
In recent years, Hong Kong has experienced serious inflation which adds difficulty to her export sector. To curb inflation,
one of the effective way is to control the rate of increase of demand for foodstuffs and necessities by keeping down the growth rate of population.
Population control in Hong Kong can ease the burden on the governmeut in providing economic "social, and
administrative services to the community, thus
releasing public funda for the improvement of the economy and assistance to
industry.
