A. Weaknesses of the

KMT in 1923

Politically, the

KMT headquarters in Canton had very weak control over the surroundling towns and villages in Kwangtung. The KMT party itself had only a limited membership and was divided and in- efficiently organized. Financially, the KMT government could collect only a small part of the taxes in Hwangtung Militarily, the KMT army was weak and inefficient. Socially, the KMT had little contact. with different

social classes.

B. Party reorganization

military tactics and strategy, assisted in party LLAMA re-organization and intelligence work, and promoted propaganda, farmer and and labour movements. Military weapons, arms and munitions were shipped to the KMT government.

The incones of ali households would decrease owing to the higher tax payments. As a result, the dispos- able imeone in a family will be reduced, leading to lover purchasing power of the family. This is especially true for the lower- income group in Hong Kong. I 2% of

of disponsable income, of each family wilṛ lessen the consump tion power, the aggregate demand for the commodities in the whole economy would decrease. In

household would have been diminished.

The sistribution of income in the society would be more even because: those higher-income group would have to pay greater amount. of tax than before: On the other hand,. the increase of taxation will lead to greater govern- gent revenue, This amount of money can be spent on various social services and it will benefit the society and redistribute income If the Hong Kong Government were impose tariff to all imports, the possible economic consequences could be suminarized as follows:

resouces. Importers would certainly raise up the prices of those imported goods in order to offset the losses in tariffs. As a result, the cost of production will be raised in local
