(A) By studying the history of Hong Kong, we know that Hong Kong Island and Kowloon were ceded to Britain. At that time, there were, only a few small fishing villages in these places and Britain need not make too much con- session to the customs of the few Chinese villages and a government is set up successfully and peacefully. However, the situation was completely different when the New Territories was leased. The land area of colony as a Whole is about 400 square miles and the New

(H) Disputes between villages are common and various quarrels over land, debts or iarital problems are often

·heard. When disputes occur, the villages will often appeal to the District Office instead of to the court of law.
