The following act as links. between the government and the people of Hong Kong in various. respects...

(a) Unofficial Members of the

Executive and Legislative. Councils' Office (UMELCO)

It consists of all the

unofficial members of both

councils. The unofficial

members have their own.office. which provides them with administrative services and, under their direction, handles complaints and representations from the public concerning government's present and. future policies. In dealing with. individual grievances and

complaints, unofficial members: have access both to government papers and senior officials, and also may raise questions. in the two-councils. The UMELCO holds meetings to discuss with and obtain facts from relevant government. departments.. If possible, it gives explanation and help to. the complainants to her best ability. Public: views are taken into account by the unofficial. members in the consideration and enactment of legislation by contacting informal groups set up for this purpose.

(b) Home Affairs Dept.

The department acts as a channel between the government and.the people. It runs the City District Offices Scheme established in 1968 to improve communication between the government and people. At present, there are 10 City District Offices and 12. sub-offices in the most crowded urban areas of Kowloon and Hong Kong Island. The three main responsibilities of the city district offices are "providing services for

individuals the community, and the government. For individuals, the community, and the government. For Individuals, the city district offices distribute government. forms and information leaflets, provide enquiry services, and arrange counselling interviews for people requiring legal advice. Territories is the Secretary for the New Territories,He is especially responsible to ensure vthat government policies and

decisions are explained to, and fully understood by, the people affected In New Territories. To achieve this end, it sets up District. Offices to maintain close contact with rural

committees and Heung Yee Kuk. Acting as the channel for opinions and complaints from the New Territories people, the New Territories Administration advises the government on the needs and customs of the.Now. Territories people.
