Use of National Income Statistics
Some national income measures the flow of goods and services produced, its level can be taken as an indicator of the well-being of
the economy. ______The following uses are the
most important.
a. It can be used as a basis for
assessing and comparing the standard of living, When considering the standard of living of a people at any given time we must... remember the difference between money incomes:and real incomes, and must remember the distribution of income. A wealthy nation may have its wealthy distributed. evenly or unevenly. In comparing changes in the standard of: living over the years the total population affects the average income, so that: average income per head will be a more valuable. indication of living standard than total National Income.
b. It can be used as an aid to
government in planning the economy.
The national income figures. are a useful base from which to start the control of the economy. By measuring what that income is we can see what is needed, and what is possible to achieve in the future. The government. becomes aware of the growth areas in the economy, and the areas where growthis
less than average. Limitation of National Income
Each measure of national. income is a rough measure of the level of economy activity cof the economy, however, a

some income not being recorded, as for example when a person does a job in his spare time for a friend or neighbour,

structure, aims and weaknesses of the United Nations.
The United Nations was the: continuation of the-Allied powers cooperation against Nazi Germany and militarist Japan during the Second World War (1939-1945). Since the League of Nations (founded in 1919), the idea of an international body for maintaining peace had not: been given up. Whereas the USA tried to keep herself isolated from European affairs before 1939, she was willing to cooperate' closely with western European countries after 1945
against Soviet Russia and her allied states.
The idea of a United Nations originated in the Atlantic Charter of 1941, when Roosevelt
of the
USA
and
Churchill met and agreed to set up an international organization.fon general security after the war.
Then in 1942 the USA. Britain, Soviet Russia and China. made a joint declaration known as the United Nations...
·Declaration. In 1943, the same countries made the Moscow. Declaration, in which they proclaimed their determination:
to put the idea into practice. In contrast to the lack of planning regarding the establishment of the League of Nations, the Alies carried out detailed and long-term preparations for the future ON organization. In 1944, representatives of the US, Britain, and Soviet Russia (later replaced by China) met and discussed for six weeks on: the: main outlines of the. proposed world body at Dumbarton Oaks (the name of an estate in Washsington). Some joint proposals, known as the Dumbartan Oaks Proposals, were sent to other governments, though after much disagreement. It was only after the Yalta meeting: between Churchill, Roosevelt. and Stalin in 1945 that agreement was reached, Later in the year, a United Nations Conference on International. Organization was opened at San Francisco. The small states tried to change the proposals of.. the Big Three (the USA, Britain.
and Soviet Russia),
Nevertheless, after changes in certain aspects, the Charter of the United Nations was created, without much change of what had earlier been set out at. Dumbarton Oaks and the Yalta. The United Nations was thus. established.
Structurally, the UN bad several parts. First, there was a General Assembly, in which: each of the member states is represented and given one vote, It is the main body of the UN. When important issues like peace, security or membership are involved, a two-third majority is necessary for any decision. Because all members are represented, it has been called the town meeting of the world!". Second, there is a Security Council. It is
i. composed of only 11 members,
with five of them (the US,
| Britain, Soviet Russia, France.
and China) permanent and the other six elected for 2 years. from the General Assembly. The. Council has the power-to. call upon other members of the UN for air, naval or land forces to maintain or restore orderTM . However, all important
decisions require an unanimous. agreement of all the permanent: members plus the votes of two others. So the Council did not have really: effective power.. Third, a Secretariat, consisting ̇of a Secretary-General and his. staff, carries out the UN's work Also, the Secretary-General, who is appointed by the General Assembly, is responsible for: bringing to the attention of the Security Council situation that threatens peace. Fourth, to enlarge the UN's activities to non-political fields of co-operation, an Economic and Social Council makes studies and reports on international matters in economic, social, cultural, educational, and health areas. Under this Council there are specialized committees and commissions,
such as the: Commission on. Human Rights or the Employment Commission, the United Nations Educational, Scientific and Cultural Organization (UNESCO), the World Health Organization {WHO), the Food and Agricultural Organization (FAO), or the World Bank. Fifth, an International Trusteeship Council administers and supervises territories which are placed under its contral until stable self-government and improved economic and social conditions have been achieved. Sixth; an International Court of Justice acts as the UN's main Judicial organ. Finally, an International Labour Organization (ILO) tries to improve working conditions
·throughout the world.
Thus one can see that. the aims of the UN are not only: political but social and . economic - even cultural - in nature, But the most important: objective was the keeping of International peace and security by providing a meeting place where peace talks could be heid and peace actions could be taken.
And yet, in.trying to realize these aims; the UN was noth always successful. The UN suffered many weaknesses.. Like the League of Nations, it lacked permanent and effective. means to carry out its decisions. To settle international disputya) the Security Council could useo mediation or arbitration, ore impose economic or political: sanctions, or finally use an 'international police force" to be provided by member states. Yet the Cold War, which saw the rivalry between the US and Soviet Russia (two most important ON members), prevented such a force from coming into being. Nevertheless in international disputes over: Korea, Suez or the Congo, the- UN was able to recruit troops for intervention.
Indeed, disagreements among the Great Powers, mainly between Soviet Russia on the one hand and the US on the other, greatly handicapped the UN. Soviet Russia always used the veto power in the re Security Council. Thus the f organ's effectiveness in taking: measures to preserve peace was greatly reduced, Later, the General Assembly was. given power to consider many-
matters previously reserved for the Security Council, But: then, owing to the "one state one vote" rule, the influence of the Third World states
(under-developed countries) was disproportionally increased--- because many Afro-Asian. nations had entered the UN. The African states, for instance, had 30% of the General Assembly's votes bit, only 10% of the world's population.
Sometimes, even the financial maintenance of the UN- became a problem. When important interests of the Great Powers had been involved, such. as the Soviet-American crisis over Cuba in 1962, the UNTO failed to play any significant part. Peace was kept more as a result of the balance of nuclear terror than because of the UN. Nonetheless, the ag contributions of this world body must riot, at the same time, be overlooked.
