The construction of an oil refinery; at an elevated area means higher cost of production as considerable electricity should be consumed to pump up the crude oil from oil tanker and water for cooling from the sea. The refinery is situated at a site less than 200m from the Ta Peng Village, Pak Kok Kau Tsuen and Pak San Tsuen, n noise. pollution is sure to be

aeriousvenvironmental problem. As there are no hills and ridges surrounding the site to reduce the noise, the Yung Shu Van Village and the southern part of II K Teland will be affected as well..
