Since the 1st April, 1973, the Urban Council has been a body corporate with its own、 ordinance and responsible for managing its. own finance. There are no government officials on the Council, and both its Chairman and Vice-Chairman are elected from among the 24. members.

The franchise for Urban Council voters requires a minimum residence in Hong Kong of 3 years. Voters must be 21 years old and may qualify under a large number of categories which include, broadly speaking: regular tax payers, rate payers, holders of school certifi cates, civil servants, teachers, and thenbers of various specified professions. Qualified electors. must register before they can vote. Since a very large number of people would qualify sinius. taneously under several categories, the total number of qualified voters can only be es timated roughly, but it is obviously many times more than the 31, 284 who have registered at present,

To meet these. responsibilities the Council controls a budget of HK$297,000,000, which makes it one of the largest authorities of its kind in the world. (F)

The Council meets formally in public only: once a:month, bat most of its work is done in ∴ the Standing Committee of the Whole: Council which meets twice a month, or in the 13 Select Committees each of which meets at least once a month. Every Councilor is a member of at: least 4 Select Committees.

Since its reconstitution in April, 1973, when the six officials of Government Depart-

·ments who had formally sat on the Council departed, it became the only one of the three

·Councils which participate in the business of government in Hong Kong to consist solely of

members of the public.

The bulk of the Council's revenue is derived from the rates, of which it receives 40% of the total collected by the Government in the urban area. The remainder of its re- venue comes mainly from fees connected with licensing and minor miscellaneous sources. although recent judicious investment of Council funds is proving to be a notable source of extra income. The annual budget must be approved by the Legislature, and any dealings with staff, who are all members of the Urban. Services: Department, must be in accordance with Government practice for the civil service. Read the passage given above and then.
