Dear Students,

As the HKCEE is approaching, I would like to give you some practical suggestions on how to tackle English Language Paper III:

(1) Read the comprehension questions carefully and follow the instructions given closely. Note particularly that it is specified in some questions that you are required to answer in ONE complete sentence, and that you will receive no marks if you answer in a phrase or a clause or more than one sentence.

(2) When you answer a comprehension question, do not copy the whole sentence from the given passage; If you do, marks will be deducted. Besides, more often than not, the sentence you quote from the passage will not be relevant to the specific point asked in the comprehension question.

(3) When you are required to explain the meaning of a word in the given passage, you should write your explanation in the same part of speech. For instance, the meaning of

The social worker seeks on the one hand to improve or change these condi- tions, and on the other to help people already caught in situations of difficulty, deprivation and tension.

The social worker is directly in touch with the practical problems of social living, and with the physical effects of poverty; of life in overcrowded housing and squatter huts; of lack of education and vocational training, and has to provide help of a material kind and utilize the resources of the community to help people in such situations.

However, much of social work lies with the victims of social and personal dis- organization, and with people who, for a variety of reasons, cannot adequately fulfil the requirements of society. Their in- adequacies may present themselves as delinquency and crime, drug addiction, vagrancy, physical handicap, mental ill health, marriage and family breakdown. In many of these situations the provision of material relief is not enough, and in dealing with the problem the social worker has to be a specialist in human relation: ships.

The human relationship may be that of the Individual to his Rociety; of husband and wife, parent and child; of employer and employee and worker and his work mates; and as between members of a group, or groups of people in a community. The social worker himself has to be skilled in establishing relationships of varying nature involving himself since this is often the essential starting point of his intervention in other people's lives. They have to relate to him to begin to talk, express and convey their feelings, frustrations, sorrows and hopes,

This direct contact with individuals, families, groups and communities in situations of social stress puts the social worker in a unique position to identify and bring to notice broad areas of social need, so that positive measures of preven tion and social provision can be carried out. For example, the long-term collection of data and analysis of case-histories by social workers and their persistent lobbying of Government led, in 1971, to the intro- duction of Public Assistance in Hong Kong and the first steps in the provision of social security. Such constructive activity in the field of social policy and administra- tion is as much a function of social work as that of dealing with the casualties of the social system.

Thus the social worker operates at different levels: reducing the pressures of the social environment, and strengthening people's capacity to withstand them. This means involvement with individuals and their families, with groups and communi- lies, with public authorities and social research workers, and in consultation with social administrators and educators. The social worker also operates in different settings: in hospitals and clinics, schools and day care centres, housing estates and squatter huts, family welfare agencies, rehabilitation centres, vocational training centres.

In carrying out these activities the social worker is guided by a respect for the dignity and worth of every individual and does nothing which will undermine a person's right to manage his own life, or interfere with the rights of groups and communities to make their own decisions.
