the Executive Council and the Legislative Council. Outline briefly their respective functions.
A. The Executive Council_
(1) Structure
The Executive Council, which is presided over by the Governor, consists of five ex-officio and nine nominatua members. Out of the nine nominated members, one is an official and eight are unofficial members. The five ex- officio members are the Commander British Forcea, the Chief Secretary, the Financial Secretary, the Attomey General and the Seorotary for Home Affairs. The Council usually meets once a week throughout the year.
(2) Functions -
The chief function of the Council is to advise the

Governor, who is required by The Royal Instructions to consult the Council on all
important policy matters
except in cases of extreme urgency only. If the
Governor decides to act
against the views of the
majority of the members, he
has to report his resons- for such action to the Secretary of State for Foreign and Commonwealth Affairs in England.
The Governor in Council, i.e., the Governor acting after receiving the advice of the Council, is the statutory authority for making regulations, orders and rules under a number of ordinances. The Governor in Council also considers appeals, petitions and objections under ordinances which confer such a statutory right of appeal. In addition, the Council wil. examine a Proposed legislation before it is introduced in the Legislative Council.
B. The Legislative Council
(1) Structure
The Legislative Council at present consists of four ex-officio members (the Chief Secretary,
