EDUCATION IN HONG KONG

Secondary Education Ex- pansionary Programme

From September 1978, the Government provided a subs sidised Form I secondary sch ool place for every Primary 6. leaver by using the following measures: building new sch- ools, converting under-used primary schools to create new secondary.schools, Implement. cating the system of floatation

classes, extending day system cof operation, and purchasing:

places in private schools. The provision of such education in secondary schools in Hong Kong implies three essential things: (a) Junior secondary education, becomes compulsory up te a child's 15th birthday...

(b)Legislation prohibits the. employment of children below the age of 15 in both industrial and non-industrial lines of pro duction:

(c) Legislation will abolish, fees for Eorms 1, 2, and 3' in the

public sector.

H. Elimination of the Secondary School Entrance Examination

Since all Primary B leavers receives subsidised secondary schooling in 1978, they have ho need to compete for places through the seconda school entrance examination," and this examination was set for the last time in 1977.

The Director of Educat tion is responsible for the superintendence of matters relating to education and for promoting education in Hong Kong, All government schools care directly under his contrel

while all other schools are required to be registered under: the Education Ordinance.

IV. Kindergarteus

All kindergartens in Hong Kong are privately owned and operated under the supervision of the Advisory Inspectorate, Education Department.

Primary Educati

Since 1971, education has been free in all government primary schools and in many caided primary schools. In

recent years, there has been a fall in primary school enrolment because of the decline in the birth rate: 'At present, all primary schools are divided anto seven administration areas: with the aim of maintaining close contact between the Education Department and the schools. Under the Education Ordinance, all parents must not withhold their children from: primary school without reasonal excuse.

Since 1978; the FEducation. Department and the Social Wel- fare Department have jointly organised a project called as school social work scheme, through which school social welfare workers give guidance Cand counselling to pupils who have learning, emotional and family problems.

textiles and clothing; commerce; and service industries) including hotel keeping and tourism.

All these courses are prvided on a full-time, block. release part-time: day or part-time evening basis. The institutes, maintain close contact with industry and

commerce.

VIL. Post-Secondary Education

There are two post- secondary colleges registered with the Education Department. under the Post-Secondary.

Kong Baptist College and The Hong Kong Shue Yan College..

It has four faculties.arts, business, social sciences, and natural sciences and engineering.

Polytechnic was formally established in 1972, when it took over the work of the former

The polytechnic has 15 teaching. departments grouped under three division. They are Applied Science Division, Commerce and Design Division, and Engineering Division..

The ploytechnic offers two year full-time courses lead. ing to a diploma, three year.

full-time courses leading to a higher diploma, and one-year: full-time post-higher diploma course leading to an: Associateship of the Hong Kong Polytechnic.

X. The University of Hong Kong

The University of Hong Kong was established in 1911 with a land grant from the government, Substantial government grants are made towards the university's annual, recurrent and nonrecurrent: expenditure:

The university offers undergraduate places in the following faculties; arts;

science, medicine, engineering. and architecture, and social sciences and law.

It also offers a number of degress of Masters and Doctors of Philosophy in certain fields for specially-qualified and, selected candidates.

Its Department of Extra-Mural Studies also provides evening and day.

Hong Kong

The Chinese University

Technical teachers receive training at the Hong Kong Technical Teachers) college which is administered by the Education Department. The college trains technical teachers for secondary schools prevocational schools and technical institutes. The college also provides in-service courses of teacher training. A centre is being developed for technical teachers to gather and
