Housing in Hong Kong

Hong Kong's housing: pro- blem has stemmed from the population increasing sevenfold since the end of World War II. MMA

Because much of the Hong Kong's Land is mountainous and unsuitable for develop- ment, the construction of both public and private houses tends to be high- rising.

The government built the first public housing estate in 1954 after a disastrous fire at Shek Kip Mei in Kowloon.

Today, more than two mi- 1lion people, or 46 per cent of the population, live in government-subsidi- Bed accomodation in I.K.

However, the housing pro- blem is still not solved since the government aims to ensure that every family has a permanent, self-”. contained home at a reason- able rent by replacing in- adequatehousing and also building new homes to keep pace with population growth

A. Home Ownership

The lone Ownership Scheme is to provide flats for purchase by families with incomes up to $3,500 a month, and public housing tenants who are willing to surrender their existing tenancies irrespective of income. The government has made special mortgage arr- angements with leading hanke to provide for a standard.repayment period of 15 years, interest rates of between 7 1/2 and 9 per cent a year, and a minimum down payment of 10 per cent of the gale price.

The Housing Authority will act as the agent of the government in designing, developing, marketing, and managing the flats. Each

flat will have a living room, two or three bedrooms, kitchen, toilet, and bath or shower.

B. The Housing Authority

The Housing Authority 18 a statutory corporation with responsibility for its 1 own finances and management. Its main task is to build.

and manage public housing estates. It also deals with temporary housing, squatter control and clear- ance, and advises the gov- ernment on housing policy. The executive arm of the Housing: Authority is the Housing Department.

In building public hous- ing estates, the Housing Authority seeks new methods by which new blocks can be built more quickly and at the same time satisfactory. Much improvements are being made in the designs of new estates.

The authority also has redevelopment scheme to improve and update the living enviroment in old estates. They are: the

Mark I and II estates which were build between 1954 and 1964.

Maintenance and improve-

ments are major items of public housing estates: management. Estate staff maintain close contact with tenants through regular

visit. Families wishing to transfer to new flats are now able to do so through the Mutual Exchange Bureau.

C. Town Planning.

The main objectives of

town planning in īong Kong. are to ensure that limited. land resources are planned to provide sufficient land for housing, commerce and. industry, recreation and. community uses; and to in- prove the quality of the living enviroment for the population.

There are four principal laws concerned with Town Planning in Hong Kong. They are: The Town Plan- ning Ordinance, The Build− ing Ordinance, The Crown Lands Resumption Ordinance and The New Territories Ord inance.

The Town Planning Ordin- ence provides for the eatm alishment of a Town Plan- ining Board and the proced− ares to be adopted in pre- giaring and approving town.
