To understand why and how the Ch'ing court made usc of the Boxers, one mist undert stand why the Boxers were against the Ch'ing dynasty. defore 1899元 The Boxers consisted of secret-society members who traditionally disliked the dynasty. With the decline of the Ching, it is not surprising that

These Chinese Christians often bullied the local: Chinese people. Under the protection offered by the western missionaries. the Chinese Christians: indulged in many illegal tactivities. Therefore many of the local Chinese people were fond of joining the Boxer. Movement for self- protection.

They rushed into Shan- tung, where the Boxer Novement originated. The scholar. Fentry (those who had success- fully passed government-held examinations and were social Leadere), on the other hand, found the Western missionaries challenging their social ✨, leadership, in matters like teaching or the supervision of social welfare. work. the gentry, Confucianism as a "religion" (瘦)was challenged by Christianity.

Superstition among the people furthered anti-foreign ideas. when railways were built, the "dragon's veins. were supposed to be damaged: When mines were opened, the "valuable breath" of the mountains were said to have disappeared.

In addition, the attitude. that Westerners adopted toward China was getting increasing- ly aggressive. On the intern- ational level, the 'gun-boat" diplomacy was used by the Western Powers in dealing with China, the more so with growing imperialism in the Tate 19th century. On the social level, Western mission- aries, especially Catholic ones, were reckless in exercising their rights of. preaching in the 1890s. they went so far as to: demand from the Ch'ing. government the transfer of a ̈ ̈ provincial governor!

Once

Anti-foreign feeling was thus strong not only among the local people but also at the Ching court. The Empress Dowager's napred of foreigners was deep; she remembered well how she was. forced to go into exile when Anglo-French forces neared Peking in 1860. Then, in the 1890s,there was the Scramble for Concessions, and after the failure of the

Hundred Day Reform (1898), K'ang Yu-wei, and Liang. Ch'i- ch'ao, both of whom the ─Empress wanted to arrest, were helped by the British and the Japanese respectively to escape. After 1898, die-hard officials like Kang-1, Jung- lu and Yu-lü were restored to power. They feazed pro- Western reform would weaken their political power; they advocated resistance against

The Boxer Movement thus

started as a kind of social protest against Western

aggression, Western missionary activities and socio-economic disorder that threatened the livelihood of the people. The secret societies, which traditionally plotted against the dynasty all through thể. Th'ing period, might as woll <seize the apportunity and

make use, of such anti-foreign crotest and,dnti-dynastic dissatisfaction to overthrow the Ching dynasty, because it was, afterall, the dynasty's. inability to defend China that accounted for and invited, growing foreign aggression. This someone was either the Westerners, or the dynasty, but most probably, both. 1899 the Ch'ing court tried to whitewash her share of blame by aiding with the Boxers. Thus Boxers were incorporated into government-sponsored local militias (*). Training-grounds, which numbered some 800. or so, were provided for the Boxers. In 1900 after recommendation from die-hard officials, the Empress Dowager invited the Boxers to show her their ̇magical kung-fu and boxing.
