After the 1911 revolution,

parliamentarianism and

constitutionalism were

practised in China. They

failed because:

parliamentarians like Sung Chiao-jen ware inexperienced.

ii there was strong tra-

ditional distaste för parties, for the Chinese word for a party meant a clique motivated by selfish desires. there was even stronger dislike of an open struggle for power. iv. the system of majority:

vote seemed to some a very arbitrary way of disposing oppositions by rejecting opponents instead of, as the Chinese preferred, com promising with them. power and political authority had been decentralized to the provinces, making a constitutional republic difficult to function. vi, social conservatism,

especially from the gentry and ignorant masses, was strong.

Bintang attempted a series of reforms to strengthen the country and gain favourable recognition of foreign powers. These reforms were;
