Town Planning in Hong Kong

There are four principal laws concerned with Town Planning in Hong Kong. They are: The Town Planning Ora- inance, The Building Ördin- ance, The Crown Lands Resu- mption Ordinance, and The New Territories Ordinance.

The Town Planning Ordin- ance provides for the esta- blishment of a Tom Plann−. ing Board and the proced- ure to be adopted in pre- paring and approving town plans.

The Building Ordinance governs the buildings in the urban area and some in: the rural area:

The Crown Lands Resumpti- on Ordinance concerns with the compulsory acquisition of lots by government for public purpose.

The New Territories Or- dinance controls land use in the New Territories.

The Tand Development: Committee and the Town Pla- nning Board, served by the Town Planning Office of the Public Works Department, "are the two:bodies mainly:

responsible for town plan− ning in Hong Kong.

The Tand Develonment Committee, chaired by the Secretary for the Enviro- "ment, considers major prom

posals for land development

and completed development

The Town Planning Board, chaired by the Director of Public Works, prepares plans for development and urban renewal.

·The procedures off Town Planning are:

1. the Land Development Committee makes proposals. 2. the Governor instructs the Town Planning Board to prepare plans.

3. the Town Planning Boards draft plans are published for public criticisms. 4. the draft plans are sub- mitted to the Governor-in- Council for approval. 5.the plans are approved and become statutory docum- ents for implementation.

10-year Housing Programme

T The target of the program mmels to provide enough permanent homes, self- contained with good ameni- ties and in a reasonable. enviroment, for everyone now insatisfactorily housed in Hong Kong.

The programme was launch- ed in 1973. It aims to house 1.8 million people within 10 years.

In 1973, the Housing Authority was established. It is a atatutory body. whose executive arm is the Housing Department. The ̇Authority is in charge of planning and construction of new estates. Besides, it 1s the principal organizat- Ion responsible for the control of squatters and the clearance of land requ- ired for development, and *it advise to the Governor on all matters of housing policy.

Although an increase in cell size: may take place by the simple uptake of water, thie swelling can not be con- aidered to be growth. The term growth is restricted to those processes which incre- ase the amount of living aubstance of the body.
