How is the Urban Council organized? What are its functions?

The Urban Council is the only government body which both includes elected members and exercises execu-- tive powers in directing the work of a governmet department. After the reorganization in 1973, the Urban Council is now composed of 24 menberé, 12 of which are elected and the other

Each 12 appointed by the Governor. member holde office for a term of four years, subject to re-election. Among the 24 members, there are a chairman and a vice-chairman, both are elected by the councillors themselves. The Council divides into six divisions. Each of these divisions. are served by three or four council- lors. These divisions are:

1) The Administration Division

3) The Abattoirs, Hawkers and.

) The Cultural Services Division

5) The Hygiene Division

6) The Cleansing Division

The Urban Council meets twice a month. Its main funcționa are assiga- ed to the 13 Select Committees, made up of the Councillors and outside men- vors of the public. These 13 Select

ttees are:

a) The Administration Committee

b) Cemeteries, Crenatoria and Funeral Parlours Committee

c) City Hall Committee

d) Entertainments & Advertising

Committee.

Environmental Hygiene Committee Finance Committee

Food Hygiene Committee

Markets & Abattoirs Committee

k) Museum & Art Gallery Committee

Recreation and Amenities CoB÷ mittes

Standing Orders and Procedures Committee

The above 13 Select Committees

are responsible for setting down principles, making policies and solving problems concerning their

own respective functions, whereas

the daily execution of these funct- ions is the duty of the Urban Services Department. The Urban Services Depart- ment is a Government department manned

vil servants but paid by the by the civIE Urban Council, which is an independent board composed of purely of unofficial Councillore.

The Revenue of the rban Council comes from the following sources:

6% of the rates collected

fees from swimming pools and playgrounds, etc.

License fees

rent of the City Hall

The revenue is used to meet all the expenditure of the Urban Council" and the Urban Services Department.

The main functions of the Urban Council are divided into mandatory and non-statutory:

The mandatory functions include: 1) Environmental Public Health

Construction and management of markets and abattoirs, licensing and control of hawkers and offensive trades Street cleaning, refuse dis- posal, conservancy; public conveniences and bath-houses; draine and wells, -

Licensing and inspection of food premises, sampling and teating food and drugs. House inspection, pest control. and preventive of infectious diseases.

Licensing and control of fun- eral parlours and management of cemeteries and Crematoria. 2) Recreation and Amenities

Management and maintenance of bathing beaches, swimming pools, parks and playgrounds. Licensing of billiard saloons, places of public entertainments.
