The Tull 01 Bismarck in 1890) ymarked a drustic change in German foreign policy. After Bismarck, up to 1914, there were four other Chancellors-Caprivi (1890-4) Hohenlohe (1894-1900) Bulow. This William II could be regarded as the real successor of Bismarck vhile the four Chancellors were mere figureheads:
After the Franco-Prussian War of 1370, the chief aim of Bismarck was. the isolation of France. To gchieve this aim, Bismarck organ- ised a system of alliances in Europe. The Drekaiserbund 1872, the Dual Alliance 1879, the Triple Alliance 1882 and, the Reinsurrance Treaty 1887 were all his creations, and the ultimate purpose was to keep France in isolation.
Another ain of Bismarck was to maintain the peace of Europe. so that France could not get a chance to take revenge on Germany.. When there were troubles in the Balkan Peninsula in 1877, Bismarck called upon the powers to discuss the matter at an intermational Congress in Berlin. Again, in 1884, he called the Conference of Berlin to discuss colonial pro- blems with other European states, for he feared that colonial "quarrels might destroy the peace
of Europe.
During his tenure of office, Bismarck did not take an active interest in the Ottoman Empire. Germany was involved in the Turkish. Empire only through her relation with Austria. Though Germany sided with Austria in the Congress of Berlin, Bismarck did not encourage. Austria to be agressive. On the contrary,感 opposed Austrian 'expansion in the Balkan' for that might.
