What do we mean by an Ombudsman Does Hong Kong require the establ- ishment of an Ombudsman?

Ans::

An Ombudsman is a completely independent person who has great experience and special knowledge to work impartially between the Government and the people. He scrutinizes constantly how our present legislation works and suggests means of remedy to re- dress wrongs before they have gone too far. He is also, responsible for investigating into, public complaints over corrupt practices: or unfair treatment. Thus, an .Ombudsman. pays close attention to

public opinions and criticisms from the newspaper to form up his: own ideas.

In 1966, the unofficial and appointed members of the Urban Council unanimously approved: a motion that Government should. study the feasibility of an Ombudsman in Hong Kong... Two years later, a committee under the chairmanship of Hon Dhun Ruttonjee was set up to study. the problem. The report of the committee came out to approve the establishment of an ombudsman in Hồng Kong.

As far as theory is concerned the existence of an ombudsman is inevitable, but, in practice, it is really necessary in a place like: Hong Kong. It is more just- ifiable to go into deeper consider Mation of the practical abilities and applicabilities of the system in Hong Kong before arriving at any decision. Thus, the Govern- ment adopted a careful measure: towards the problem by extending the services of the existing UMELCO (Unofficial Members of the Executive and Legislative Council Office.) which serves similar functions of receiving public complaints as an ombudsman does. The decision is based mainly on. two reasons: that: under Hong Kongts. present situation, it is not ripe time for the establish- ment of an ombud'sman and that the establishment of an ombudsman would overlap the work of the UMELCO, the Ward System of the Urban Council and the City, District Officers. So, the Government has no intention of. a further study of the ombudsmar "proposal before any response is

2. What does it mean by "Urban renewal"? What is the procedure to be followed in Urban renewal. in Hong Kong?

Ans:-

Most of the land in the Urbar area of Hong Kong and Kowloon had been sold to private individuals long ago. Few of them is still under Government control. But, some of the districts like Sham- shuipo, Seiyingpun, Yau Ma Ti and

· Mongkok may have got too congested and insanitary through years. These disgusting conditions cannot be improved by only a piecemeal: process of erecting a few new buildings here and there. The only solution to this problem: will be to pull the whóle thing down and to reconstruct the area according to a new plan so as to provide a more pleasant and com- fortable environment in the city. To achieve this, the Government has to compensate for all losses and inconvenience caused to the landlords and the tenants. This process is called Urban renewal" the most drastic measure taken by the Government to improve the existing Urban areas.

When a district is decided for Urban renewal, plans will be drawn up for new roads, schools, public buildings, playgrounds; and other amenities. Then, new buildings can be preserved while old buildings have to be pulled down. Land used for these public development purposes may be taken back by the Government at any time according to the 1964 Crowa
