the, work done by the Housing: Authority and the Housing: Society. "

Answer:- The rapid increase of population in Hong Kong has brought about many problems. One of the many problems is that of providing accomodation for the ordinary people who were living in" overcrowded and often expensive tenements. These people have to c. pay expensive rents. The Govern:

ment,

in view of this, established the Housing Authority, in 1954 to assist the Housing Society which was founded in 1948. to provide low-cost housing for the common people.

The Housing Authority is = statutory Government-backed organ- ∴ization. It is composed of a11.

members of the Urban Council.as ex-officio members. There are other members appointed by the Governor. It looks after those. people who fall in $400 to $1250 income group and who are living in poor living conditions. The: work of this Authority is to plan, to construct and to manage low- cost housing estates, The Govern- ment helps the Housing Authority by granting loans which will be recovered by monthly rents in forty years. In addition, the Authority is able to obtain land from the Government at one third. of the market price,

The estates managed oy the Authority are much better than those in the resettlement estates as far as health standard and facilities are concerned. It is evident that the Authority's estates are designed is a self- contained community with schools, 'clinics, post-offices, shopping centres etc of their own. Each flat consists of a room which is usually subdivided into small apartments together with a lava- tory, a kitchen, a shower and a verandah, The work done by the Authority has been remarkable. At presenty the Authority has housed about: 180,000 people in 9 estates lof which Wah Fu Estate is the

largest. Besides, it also manages: Government Low-cost housing estates which are built for those

whose monthly income do not exceed $500 and who are not qualified to live in resettlement estates.

The Housing Society may be regarded as the forerunner of alt housing organizations that aim at cbettering the situation of over..

crowdedness. It is a voluntary organization aiming at building" low-cost homes for the lower and: middle income groups (monthly: income ranging from $400 to $900): The Government also helps this Society by giving them low-interw est loans and by charging the Crowi Leases at one third of the market price. Besides, the Society also obtains loans from commercial and industrial firms. In return; the Society reserves.. accomodations for their employees in the new estates. The basis of allotting accomodation is 35 square feet every person. Each flat again has a kitchen, a' lavatory a shower and. a verandah of its own.

These two largest low-cost housing constructing organization: represent semi-Government and voluntary efforts towards low- cost housing programme on a non- profit-making basis. It can also be seen that Goverriment has done: its best in solving the housing problem and in providing comfort- able "accomodations for the lower and middle class. in Hong Kong.
