Right at the top or the Legis- lative Council is the Governor, who its President. It is then composed of three different types of members Viz:-
(a) Ex-orricio Members
These are members who by virtue of their official appointments are automatically members of the Council and vice-versa, when they cease to hold their official appointments they lose their membership. There are altogether 5 Ex-officio members who are:-
(i) Colonial Secretary (ii) Attorney General
iii) Secretary for Home Affairs (iv) Financial Secretary (v) Director of Social Welfare
(b) Nominated Official Members
These are members who are ap pointed by the Governor for one-year tem they may be re-appointed. As the name implies, these members are civil servants and are heads of de- partments. At present there are seven of them:

To start witn, our manuractur ing industries must aim at improving the quality of production, slipshod work always ends up with poor qual- ity goods. Modern buyers tend to develop a discriminating taste for foreign goods. If the trade mark "Hong Kong made" is to gain the con- fidence of overseas buyers then our manufacturers should not give them
cause for complaints.
Packaging is another important, Though often a neglected matter. The way a finished product is packed, or wrapped has a psychological infl- uence over the buyer's demand. It
is therefore not uncommon sometimes to find a customer willing to pay for a higher price for the same.. product if the packaging is done more attractively. Whether this is Anductive to giving a buyer prestigs or pride, human nature, as it is, tends to go for good things, both within and without.
A product, that is superior in quality, and attractive in the way it is wrapped, also needs to be ad- vertised before sales for the product can go up. Publicity campaigns can be very helpful in establishing a better impression of the product in the consumer's mind's eye. Trade missions should therefore be sent to major cities all over the world. Another important organization
to local businessmen is undoubtedly the Hong Kong Export Credit Insurance Corporation which provides a comp rehensive shipment policy to cover economic and political risks which are not covered by zrdinary marine insurance policies. Trading can: now be greatly facilitated and new markets can be more easily found for Hong Kong-made goods.

The Chinese Manufacturers AS-, sociation through its annual exhib ition of Hong Kong products has also helped our trade to flouish. It also organizes trade missions to visit overseas.countries, It also issues Certificates of Origin to factories which are members of the Association.
In order to assist in the dever lopment and expansion of the cotton textile industry in Hong Kong, the Hong Kong Cotton Spinners Associa tion was formed in 19551 Today it gives its members helpful advice on how production methods are to be improved. It also helps its members to expand their markets abroad,The Association also promotes social Justice among workers employed in the cotton textile, industry.
