Feature articles presenting the views of prominent citizens will gradually appear in the press............ Thè editorials, too, will take up the matter, thus leaving the Government officials concerned in embarrassment, if proper action continues to be delayed.

There are also stories (selected from well-know novels) as well as cartoons and comics to cheer every- one up. Biographies of famous personal- ities such as well-known film stars or prominent citizens also appear in the news- paper at regular intervals.

A newspaper must not bring pubazi ridícule to any person, because this is just as bad as ruining a person reputation. Only when it has been carefully and definitely ascertainsa that a certain story 18 true can a neVE- paper publish the story. Of course, sometimer because of printing errors ib atory is distorted. A newspaper must not be a prejudice institution. It should be impartial to all, otherwise it may arouse and spread enmity among everybody. It should not be anti- either against the governmen or particular group of people, although

it can be critical of the government's policies or those of any groups or org anizations. Constructive, and not dest. ructive, criticisms are good, for they help to shape future evente, Above all, A newspaper must never preach hatred or political antagonism.

Thus, if a newspaper can infor entertain and guide the community with out any resort to dishonesty or fabrica. tion of the truth, it provides one of the best, and yet the cheapest, communa uy services,

It has been estimated that one out (or every six criminale in Hong Kong is “a juvenile. Although juvenile delinqu ency is not a problem as serious as it is in other countries, it must not be taken to mean that it cannot develon into a serious one some day.""

It is interesting to note that food entertaincent and impulsiveness are the main causes of juvenile crimes in Hong Kong.

Seventy per cent or juvenile deling uenta commit offences in order to obtain food. These offenders come from; very poor families, and are consequently goaded by hunger into stealing. To them "neces-. sity knows no law" is not truer here than elsewhere. It must be readily seen there- fore, that the standard of living of most people particularly those from the reset- tlement and squatter areas as well as from the overcrowded districts of Hong Kong is shamefully low. The efforts: of the Government and local voluntary agencies should logically be channelled in the direction of provision of food for these people. The U.N.I.C.E.F. has done remarkable work in this field, but it concentrates on children. Perhapa we need a United Nations International Youth's Emergency Fund to look after our youths who come from very poor Tamilies.

Lack of entertainment and recreat tons for young people has forced many to get money by committing crimes, so that they too can be entertained like. young people from well-to-do families. When the Urban Council last year intro- duced "Pop-In" concerta at Blake Fier: and at the City Hall and other public places, many people especially Kaifong leadere strongly objected to these con- aerts purely on the orstical and super- ficial reasons.
