TEST NO. 2

Section A: :)

Study this passage and answer the questions which follow

The British decision to withdraw militarily from the Tást. of Suez has produced complications in the minds of British investors over future overseas investment policies. Because of an increasing need to conserve foreign exchange.. raseryes, the British Covernment has been obliged to curtail investments abroad, although recent signs show a rebirth; af interest in overseas investment among British businessmen," This has been reflected mainly in a growing awareness of the. possibilities in Australia's new mining boom. Elsewhere, however, the withdrawal of :Britain's military presence has been foreshadowed by substantial reductions in direct British investment in the Asian countries " investment in industrial buildings, machinery and plant as opposed to investment in

tocka and shares.

The withdrawal of Drtain's military presence and political power from the East of Suez is likely, if anything, to hasten sa reversal of the well-known process of "Trade Follows the |Flag" in two ways: firstly, it could" mean an end-th: guaranteed

trade and investment opportunifies; and secondly, it could require of Britain a search for new ways of participating. in these economies of the Asian countrie

Instead of investing in traditional Industries like tea, cubber, minerals and commercial services, British and other

verseas investors will in future have to exploit the potential ffered by the new manufacturing industries of the Asian

untries and their efforts to develop their own exports.

In the new situation which is now developing in Asia, the.British industrialists and investors will face two types: of problems: firstly, a growing trend towards national isation (thaT IS, STATE TAKEOVER) or *social control" (that isy: partial state control); and secondly, a growing urge to develop the exports of manufactured products.

The first tendengy stems from a sense of nationalism and also from a genuine and growing need to make money available to indigenous industries for which the massive deposits of the commercial banks on the premium payments received by ine surance companies provide an important source. This was evidenced by India's nationalisation of life insurance and commerccal banking.

The second tendency. is the result of the natural desire to survive in the fierce competition in world trade, where raw material exports seem to be rewarded with falling prices while the dependence on the advanced countries for industrial products is on the increase.

Hith this background in yiew, British industrialists. and investora in the developing countries of Asia and Africa have to show greater readiness to co-operate with the governo ments and the private Industries of 'the countries concerned in the implementation of their national policies; the ex- amples of Iran and Zambia show that with such co-operation; the returns for British capital could be substantially rew wanding.

7. However, the eclipse of British political power and military presence need not necessarily mean the end of all: industrial and investment opportunities; this has been shown. by the phenomenal success of Japan, Hest Germany and to a n certain extent of France and Italy in industrial expansion, world trade and overseas investment; it does mean, at the same time, that British entrepreneurs and investors will in future have to face greater competition than ever. before; in in area which was their preserve for 150 years.

Britain's ability to meet this new challenge will greatly lepend on the way British industrialists and investors are xble to adjust themselves to the changing situation. Questions
