What is Community Chest: ? Show how it is operated in Hong Kong its advan- tages and disadvantages.

Answer

(Voluntary welfare organizations necd grest funds to support their pro- grammes. Zhus annual Fund raising cam- paigns are held by individual organiza- tions for collecting purposes. But, to save the trouble of organizing so many campaigns every year, these organiza- tions group together to raise the runds needed to finance their programmes.

The Community Chest in Hong Kong wus legully established in Jotober 1968, following a report of the Hong kong Council or social service. There are at present 64 participating social wel- Isre sgencies who will provide assis-: tance and services to one million men, women and children in Hong Kong, who ste either poor, or sick, or handicapped.

It is administered by represen- tatives of the participuting organizat. ions, forming themselves into a directing. board which consists of 27 public-spiri- ted citizens. Being experienced in fund-raising campaigns, they belong to Tour working committees to carry out their work, viz, sxecutive, Fublic Relm- tions, Campaign and admissions Budgets: and Allocations.

ture of the coming year and draw up budgetary statemente to the Budgets and allocations Comnittee of the Community Chest. This helps to decide the appeal target or the annual rund-raising cam- paign.

Contribut long to the Community Chest come from all sections: of soclety, individuals, associations, firms, etc. and are allotted to the participaring : organizations according to their budge- tary statement. Ir the target is not achieved, the short‡all will be shared by every participating organizations. If the Tundraised is more than the. target, the surplus will be reserved Tor the next year or to finance some new projects.

This system of Community Chest is advantageous in a way that a joint year- ly fund-raising campaign will certainly spend. less time, effort, and money than individual campaigns of the different organizations, and many trained social workers will be able to concentrate on their work without having to worry about collecting funds for their pro- 'grammes . Moreover, it prevents the different fund-raising campaigns in overlapping each other in time, thus producing a better result without "com petition".

On the other hand, though the system is more advantageous, it still has its own disadvantages. Many people may contribute less as a result of only one.fund-raising campaign held, being unaware of the fact that Community Chest is a joint appeal, Besides, under this system, the contributors have no right to assign their money to. a specified welfare organization, in which they may have particular interest

. By the citizens' working toge ther through the Community Chest, we can give hope.to those needy people and make the commundty a better place to live in. How can the Hong Kong Government ensure that food and water supply in Hong Kong. are auffiedent and clean ?
