Study this passage and answer the questions which follow
THE British decision to withdraw militarily from the rast pf Suez has produced complications in the minds of British investors over future overseas investment policies. Because of an increasting need to conserve foreign exchange. reserves, the British Government has been obliged to cur- tail investments abroad, although recent isgns show a re- birth of interest in oversea investment among British bu- sinessmen, This has been reflected mainly in a growing awareness of the possibilities in Australia's new mining. boom. Elsewhere, however, the withdrawal of Britain's military presence has been foreshadowed by substantial res ductions in direct British investment in the Asian coun tries investment in industrial buildings, machinery and plant as opposed to investment in stocks and shares. shares.
The withdrawal of Britain's military presence and political power from the East of Suez is likely, if anyth ing, to hasten a reversal of the well-known process of "Trade follows the Flag in two ways: firstly, 17 could mean an end to guaranteed trade and investment opport- unities; and secondly, it could require of Britain a search for new ways of participating in these, economies of Asian countries,
Instead of investing in traditional industries tea, rubber, minerals and commercial services, British and other overseas investors will in future have to exploit the potential offered by the new manufacturin Industries of the Asian countries and their efforts to develop their own exports,
In the new situation which is now developing in Asia, the British industrialists and investors will face two types of problems: firstly, a growing trenc towards national-isation (that is, state takeover) oi "social control" (that is, partial state control); and secondly, a growing urge to develop the exports of man- ufactured products.
The first tendency stems from a sense of nations alism and also from a genuine and growing need to make money available to indigenous industries for which the nassive deposits of the commercial banks or the premium payments received by insurance companies provide an in- portant source. This was evidenced by India's nation ališatim of life insurance and commercial banking.
he second tendency as the result of the natura. Iesire to survive in the fierce competition in world trade, where raw material exports seem to be rewarded with falling prices while the dependence on the advanc ed countries for industrial products is on the increase,
With this background in view, British industrial- ists and investors in the developing countries of Asia and Africa have to show greater readiness to co-operate. with the governments and the private industries of the countries concerned in the umplementation of their nam tional policies; the examples of Iran and Zambia show that with such co-operation, the returns for British”.
apital could be substantially rewarding.
However,
the eclipse of British political power and military presence need not necessarily mean the "end of all industrial and investment opportunities;
this has been shown by the phenomenal success of Japan, West Germany.
and to a certain extent of France and Italy in industrial expansion, world trade and overseas invest ment; 11 does mean, at the same time, that British entre- premeurs and investors will in future have to face great- er competition than ever before in an area which was
beir preserve for 150 years.
Britain's ability to meet this new challenge will greatly depend on the way British industrialists and investors are able to adjust themselves to the changing situation
