ECONOMIC & PUBLIC AFFAIRS
Lecture No. 4
answers to the Questions in Exercise No.
Question (1): Explain now a newspaper can serve the
community, Answeri
One of the most important institutions in the Community in the newspaper; for it not only can influence man's frame of mind and subsequently his behaviour and conduct, it also can record present-day avents for future generations to know and be familiar with the course of history, of how manJe past problems were solved. Future generations can also drai parallel problems from their comparison of their problems with ours. The importance of a newspaper cas be soen from the functions which it fulfils, which
are three.
The first vital service of a newspaper is to keep the public accurately informed of what is, and. has been, going on in the community. This service or sliminate any unwarranted misunderstanding between citizene and, more significant, between the people and the Government.
tecently one has probably heard of the axiatende of the "information gap between Government and the people. The Commission of Inquiry into Kowloon riota (that took place in April, 1966) in its report has pointed out that the press can close this "gap" vézz affectively, not that local newspapers are not exercising this function efficiently, but that they pando much more than what they presently doing.
Information in a newspaper invariably comes to us in the form of local and foreign news. The latter is supplied to local newspapers by international news agencies such as Reuters, the Agence France Press and the associated Press-
The Government Information Services has also the responsibility of releasing Government information to local newspapers so that through the latter the publi can understand what Government's polices are and the work that is now being done in our community.
There are many instances where the public amn derive a wealth of information from a newspaper. Feature writers are often commissioned by a newspaper to write articles of topical and human interest. Interviews of celebrities and state dignitaries are often published detail in the press.
for commentary on
The next vital service of a news paper is to guide the public in the way they think and the way they react and respond to ourrent events and situatione. à classio example of the way this function is fulfilled is found in the editorial, which is a column that appears in every issue of a newspaper, and which is written by a senfor and more experinenosd journalist, normally the editor or his associates,
The editorial usually runs a current developments of important situations," and provides interpretations of news so that readers can. pe quickly acquainted with what has been happening in the background, After reading the editorial, one wually emerges az a more intelligent person, an he san now use the editorial to assist him to form his sun decisions or conclusions of imporfant community or national issues,'
The great number or advertisements iri a newspaper ire our next source of guidanow. We can decide what re intend to buy after going through those advertisements of our desired products. Advertisers are therefore bound by law to publish news about their produota without falsification of any sort,

Another important service of a newspaper, and
ine which most people generally valus more than the other two services, is to provide entertainment for its readers. This service is accomplished by introducingratories, jokes, cross-word puzzles, competitions, sports, movies, and cartoons to name
oaly the outatanding features of a newepaper that has gained increased popularity among newspaper readers. It is thus obvious that the language: uest a newspaper is not the sort of language to which wa are accustomed in the class-room, for "news paperit language must be vivid and interesting and sạsy to understand.
It is indeed hard to imagine how community life would ultimately become if William Caxton had not Anvented the printing machine which today turns out scores of newspapers to införa, guide and entertain millions of people in many lands. The story of our civilization might not have been told if not for the existence of newspapers.
Question (2); "Man and women should have equal pay". Discuse this statement.
Answer:
In certain types of work employers prefer to nave male workers, thus forcing most women to crowd in the other occupations open to them. As a result of supply being greater than demand wages and salaries paid to women are much lower than those paid to men.
Bupport the The following reasons are given to poor
n. and women should be paid equally.
theory that men
To begin with it is against social justics to pay one group of workers different from another group. There should be no discrimination in society.
To pay women lower than man. may lead women to barbour a dislike or even hatred for men. At the Gɛme time women may express their unhappiness and disconte by turning out mediocre work.
Women Lawyers, doctors and journalists receive the same fees as men. In there professions there is. no disorimination in salaries, Film stars, and television personalities are paid according to their individual popularity and not according to their sex. Xise Shui Fong-fong, for example, is getting as much as Mr. Wang Yu,
Today women have almost the same rights as men. There is no reason why they should not get the same pay as men if they do the samework.
However, the main objection to paying womaIL VÁS same as to men for doing the same work is generally based on the following arguments,
Women do not have the sans physical or mental abilities as men. In most cases, men have stronger muscles and their work is less subject to their emotional feelings,.
Men have family responsibilities 3. uney are ine bread winners of their families, Host:women use their walaries to lead a more luxurious life. Cosmetics and clothes are their usual purchases. Of course there ar women who support their families, but, thers are very few of them": 点
Kost women are generally incapable or concentra- ting solely on their work. Their minds, by nature, are always full of other things. For instance, while working at the office they may be concerned about thei household chores or about their children, Men, on the gther hand, are often'single-minded:
I women receive the same pay as men, this 18 certain to encourage lots of women to be trained for certain jobe, and an a result, the total supply of labour ie greater than: the demand for it, and thei wages and salaries of both men and women, will drop. Another result is that many women may have received training but not employment.
Finally, it has oston been pointed that even in everything is in favour of giving women the same pay an men, the country simply cannot afford to do so.:
