This column will be devoted to the discussion and explanation of important relevant points or topia arising from the study of Economic and Publio Affairs. It is sincerely hoped that students, especially those sitting for the forthcoming Hong Kong English Certificate of Education Examination, will not learn these notes in parrot-fashion, but will study the notes intelligently and will find opportunities to discuss them with their friends OT classmates. You should not memorize the model answerS that subsequently follow the questions set; but study the techniques of writing correct answere.

In many cases, students are handicapped by their poor command of English which results in incoherent and slipshed writing and by their limited knowledge- of current events.

Extensive reading may help to solve these two problems. Cultivating a genuine interest for the subject can also prove very helpful.

You should keep a scrap-book in which newspap cuttings are paated in:chronological order. How often and what do you out from the newspapers must depend on the amount of time you can find outside your studies. If you can read a newspaper every day that in perhape ideal, but if you oannot afford the time, then reading on alternate days (say, Monday, Wednesday, Friday and Sunday) is desirable.

Tou should try to read the newspaper. professionally; that is to any, you do not read the: newspaper merely for entertainment. But as you read. your eyss should scan the entire page and every page for news or atories that are of particular value and use to you in your study of Economic and Public Affairs. On familiar topios like the housing problem, trade and industry, employment for local graduates, stories and reports should be carefully cut out and subsequently arranged and pasted in your scrap-book, Neatness, tidiness and a sense of originality count a lot in producing an interesting up-to-date scrap- book.

Another way of improving and increasing your knowledge of public affairs is to listen to documentary programmes on the radio or watch some of the educational programmes on your television screen. You can chear the programmes of the week in advande. by referring to the advertisements in the press or to other sources in order to ensure that you will now miss the opportunity of hearing or watching something- that can benefit your studies.

One final word. If you have not yet. started your: scrap-book you should start one now. Ib not delay, remembering that "Procrastination is the thief of time",
