to his work and policies?
Answer:
The Governor is not just a figure nead, as the Queen of England 13. The Governor formulates policies xor the country. His policies are primarily aimed at improving the lives. of the citizens by raising educational standards. seminating poverty and introducing employment opportunities and better medical facilities for everyone. As we do not expect him to possess accurate: and apecialized knowledge of all matters affecting hia administration, he is free to appoint eminent experta in verious fields to serve as his advisers. He pàs therefore a legal adviser (the Attorney-General), a financial adviser (tne Financial Secretary), a military adviser (the Commander, British Forces), an adydsen on Chinese affairs (the secretary form Chine se Affairs), an adviser on government affairs (the Colonial secretary) and 6 prominent citizens from The various communities. His advisers are grouped together. to form his "Cabinet", known as the Executive Council..
The policies of the Government are essentially the policies of the Governor. Should any policy prove to he bad the Governor is logically the person to whom all criticisms are directed, de alone carries the blame. Thus, aryone occupying the governorship of Hong Kong should be a man of great intellect, wisdom and anderstanding; he has to possess organizational and leadership abilities. The Governor makes laws for the country. It is - not wrong to say that the laws of Hong Kong are the Governor's Laws, Again he may need expert advice in his work as fong Kong's lawmaker, he has therefore tha Legislative Council to guide and assist him. If the Governor thinks that certain. things need to be improved. be may pass a law. For instance if the problem of juvenile delinquency in the country deteriorates, it is necessary for him to pass a law to introduce harsher punishment as a deterrent. The enactment of the Emergency regulations in 1967 because of the llsturbances that occurred in the year is another example of the necessity of passing a law, on the other hane, it may be necessary to repeal a law when it does not. serve the purpose for which it was originally passed, Again, we ses that in 1969. the Governor
repealed the Emergency Regulations, when there were signs of the: return of the community to normal conditions.
The Governor's policies are carried out by the Civil Service, that organization that is made up of the Government departments. His instructions are conveyed from his chief spokesmany the: Colonial Secretary, to the Heads of the various departments, and these heads, in turn, pass his instructions, dow. to their men. To ensure that his instructions are carefully and loyally carried out, the Governor has to review the work and progress of each department from time to time. He holds discussions with heads of the warious departinenta occasionally, and in so doing he also makes known his wishas and thoughts.

Thus to show his interest in the work or everyone, the Governor will try to give as much encouragement to the work of the citizens. Of course f it is possible he would like to meet every citizen, but we know as well as he does, that he can't, so that the most the Governor can do is say attend axi exhibition at the City Hall, visit the Hong Kong University or make a speech at a public ceremony. In. the period of his rule, thousands of citizens in Hong Kong will no doubt be able to see him. Thus, we can say that the Governor is also an important social figure.

Organizations that provide similar youth activities such as the Boys and Girls Clubs Association, the Scouts, the Girl Guides, Y:M.C.A. and the Federation of Youth Groups, have kept close contact with the Youth Welfare Section, again to prevent any overlapping in their work.
Very often the magistrate in the court is undecided. about the proper course of action he should take when trying the case of a juvenile delinquent, He therefore geeks the help of the Social welfare Department. There are specially trained social warkers: known as probation officers who will, at the request of any magistrate or judge, write reports of the family background of the accused and the circumstances surrounding his crime
The probation officers can recommend to the court the proper course of action to take. Often these juvenile delinquents are placed under probation, which means that during a certain period the delinquent is assigned to a ̇particular probation officer who will try to reform him. Sometimes the delinquent, is sent to a reformatory school, run by the Probation Section.
