delinquency in Hong Kong, and mention how it may be tackled.
Answer
It has been estimated that one out of every six criminals jin Hong Kong is a juvenile. Although juvenile delinquency is hot a problem as serious ay it is in other countries, it must not be taken to mean
that it cannot develop into a serious one some day.
It is interesting to note that food, entertainment and impulsiveness are the main causes of juvenile crimes in Hong Kang.
Seventy. per cent of juvenile delinquents commit offences in order to obtain good. These offenders come from very poor families, and are consequently goaded: by hunger into stealing. To them "necessity knows no lew" is no truer here that elsewhere. It must be readily seen therefore, that the standard of livingo! most people particularly those from the resettlement: and squatter areas as well as from the overcrowded. districts of Hong Kong is shamefully low. The efforta. of Government and local voluntary agencies: should logically be channelled in the direction of provision: of food for these people. The UN.T.CE.F. has done remarkable work in this field, but it concentrates on
children, Perhaps we need a united Nations.

lack of entertainment and recreations for young people has forced many to get money by committing: crimes, so that they too can be entertained like youn people from well-to-do families. When the Urban Council last year introduced "Pop-In" concerts at Blake Pier and at the City Hall and other public places, many people especially Kaifong" is aders strongly, objected to these concerts purely on theoretical and superficial reasons.. been greatly involved in youth work, So are the civic organisations such as the Lions International, the Rotary Club, the、Round Table and not forgetting the Hong Kong Jaycees. But much, much more has to be done for the underprivileged youths of Hong Kong. If we do not provide them entertainment they will commit crimes from petty stealing to robbery, to get the money to Cenjoy themselves. That the lack of entertainment has
constituted an important cause of our juvenile crimes 15 shown by the fact that 2 out or 5 juvenile offenders commit crimes for this reason.
(Female juvenile delinquents are just as often in the news as their male counterparts. It has been estimated that 10% of those young people who break tha law are prostitutes. It is indeed a tragedy to see, young girls being forced to dishonour, themselves. Many. of these girls are forced to work for "triad"
socleties. But there are those who prefer to leave a decent. job for better pay or as more commonly referred to as "easy moneyi ke say that when girls take up prostitution it is a tragedy; because apart from ruining their reputation, they also ruin their health
and those of others."
Great supervision of notorious haunts such as basrding houses, dancing halls and ballrooms by the Juvenile Liaison Section of the Police can help to prevent the aread of prostitution in Hong Kong. In Hong Kong will come up with something that can inprove the lives of our youths who certairly deserve our care, attention and assistance. Leave them to their own fate and Hong Kong's fate is ddcmed.
