The latter carries out the duties ordered by the former, and at the same time, it approves the financns of the Reung Yes Ank, 411 motions are passed by a majority of votes, Elections of the various office-bearers of the Hung Tee Kuk take place every two years, and are govÉTISË

Principally, the Heung Ieo Kuk aziste to gara ivics to the District Commissioner in his administration of the New Territories, in such mattert
affecting the development of the welfare of the community.
From time to time, the Governor has the right and power to instruct the Heung Yes kuk to carry on pecific duties for the good of the inhabitæ te of the New Territories. For instance, anti-litter or anti-spitting campaigns were carried out in many villages in the past, and last year, it assisted the Action Committee Against Mąrcotics (AÇAN) to Gombat against drug addiction in the New Territories,

ine neung lee kuk often has to explain Government's policies to the people in the New Territories, and reversibly, it brings to the attention of the Government the wishes and opinions of the people. In fulfilling this functia, the ileung Tee Kuk is attempting to sliminate any misunderstanding that may arise as a result of the "information gap” between Government and the people.
Among the Chinese, there exist many differemt races, and although customs and languagee my differ From race to race, it is essentially important to snsure that the Chinese can live in an atmmp here of friendliness and co-operation and that they are bound by tles of loyalty and respeat for each other. The Haung Lee Kuk is again responsible for sesing. that good neighbourly relations are always maintained in the New Territories. Progress and development can only come when peace and co-ordination of efforta among the villagers prevail.
Finally, the Keung Yee Kuk is also charged with the function of seeing that Chinese traditions, customs and habita are preserved among the inhabitants of the New Territories as a prerequisite to the promotion of públia morality which in turn 11 lead to the betterment of the welfare of the inhab zuants. Right at the top of the Legislative Council in- the Governor, who is its President. It is then composed of three different types of members, vi^~;
(a) Ex-officio Members
These are members who by virtue of their official appointments are automatically members of the Council, and vice-versa, when they anase to hold their official appointments they lose their membership. There are altogether 5 Ex-officio members who are:-
