(49)Point out the weakness & the League of Nations. Take the Japanese invasion of Manchuria and the Italian on Ethiopia as examples

ANS:

The League had its success and its fallures. It was able to settle disputes between Bulgaria and Greece in 1925 and between Turkey and Iraq in 1926 It did good work in helping displaced persons after the war and in improving the treatment and living conditions of people in mandated territories. But it failed in more important cases.

In 1931, Japan began to invade Manchuria China appealed to the League. It was not until 1933 that the League conemned Japan's action and refused to recognize the government she had set up in Manchuria. But the League did not move Again in 1935, the League condemned Italy's invasion of Ethiopia. In this case it applied "sanctions", that is, members of the League were recommended not to trade with or sell arms or ammunition to Italy. But Itely took no notice of this and went on with her conquest of Ethiopia. She conquered the country, and by 1938 all the other Powers had recognized her conquest,

The League of Nations accomplished much good but it failed in many respects. There were many weak, (points in its structure 2*,

Soon after 1921, it became evident that Germany could not pay that large sum of money in such a short time She could, perhaps pay in goods or producta. France would not accept these as they would upset her own market. The only way in which Germany could raise the money was to export much more than she Imported. She tried to increase her exports by inflating ber currency, which enabled her for a time". to undersell England, France, and the United States in their home markets. Naturally these countries rapidly raised, their tariff barriers to prevent 日 flood of German goods.

In 1922, Germany declared her inability to make any further payments and requested a two-year morator- Lum. Great Britain appeared willing to grant this, but the French government, headed by Poincare, resolved to force Germany to pay. In January, 1923, French troops were sent across the Rhine and ordered to seize Germany's greatest industrial centre, the valley of the Ruhr. Indignant at this invasion, the mine workers went on strike The German government encouraged this "passive) resistance" to the French and undertook to keep the workers from starving. To carry on the economic struggle, the government issued paper money in unprece- dented quantities, with no backing. Prices rose to such neights that for purchases of bread, meat, vegetables, and the like hundreds of billions of Marks were required

Government bonds, bank saving and Insurance policies be came worthless. Poverty, starvation and suicide rose alarmingly.

Lventually the strain proved too great and passive? resistance was ended. At the same time the French found that their invasion was costing them more than they were getting out of it, and late in 1923 they agreed to the calling of an international conference to reconsider the problem of reparations

This con- ference, meeting in 1924 under the leadership of the Chicags barker, Charles Dawes, left unchanged the total amount of reparation but made it payable in annual instalments over an indefinite period of time. The Dawes Plan was accepted by both the allies and Germany, the French troops were withdrawn from the auhr; and the Cerman Chancellor, Stressman, stabilised the currency by issuing new notes representing one billion of the olo ones

The annual amounts due for the first four years of the Dawes Plan were relatively small, and payments were made bromptly. At the end of this period, however, the Cerman insisted that the total amount of reparation postponed. England. France, and the other Allies

willing to accept reduced reparations from Germany Ly could at the same time reduce their own war

to the United States Despite the refusal of the United States to agree to the latter reduction, a second international commission, led by Owen Young, another American banker, met in 1929 and recommending to scale down German reparations to eight billions, with payment to extend over a period of fifty-eight years.. However, when the world-wide econòmic depression set in, Germany was again enable to pay-In-1931, Germany's creditors. granted her a temporary moratorium, and in 1932, amid a most universal paralysis of economic life, all reparation payments by Germany ceased Simultaneously the Allies stopped making payments by Germany ceased.
