(16) Explain the reasons for the rise to power of EITHER Mussolini
In Italy OR Hitler in Germany.
ANS, (a) The Rise of Benito Mussolini:`
In the First World War; Italy was a disappointed vister Her people felt that they had been cheated, and that their country had not received its just share of the spoils. There were #lso other reasons for the general discontent. A large war debt had accumulated. The cost of living was rising steadily, unemployment was Hide-spread; disorder, riots and strikes became common. The weak government, rightly or wrongly, was blamed for this state of affairs, and the property owners and middle clans called unan if ta something effective.
Such conditions gave an excellent opportunity for strong leader to come forward and seize control of the govern ment. At this time such a leader appeared in the person of Benito Mussolini, the son of a blacksmith,
Bom in 1885, Missolint had in his youth joined the Socialist party and been forced to leave his native country: and lived for sometime in Switzerland and Austria. In 1912, he became editor of a Socialist newspaper. As we have already seen, Italy did not support Germany and Austria in the Grest. War Mussolini Garried on a campaign for Italy's entry inte the war on the side of the Allies. When it did enter, he took his place in the army and was wounded. After the war the ppposed pacifism and Communism, Hany followers, especiall war veterans, were attracted to his party and soon there wer many of his clubs throughout Northern Italy,
The word "Fascism is derived from the latin "fasces" oz bundle of rods round an axe which was the magistrate's emblen of power in Ancient Rome. The term "fagolol! wap the Italian form of the word meaning a group or squad. In the post-war period in Italy the term was used to denote groups organizac to fight Socialism and Communism by violence. These groups were supported by a considerable number of wealthier classes of Italy who feared Socialism and Communism, These aquade attacked socialist and communist meetings, beating up their epponents and administering their own fom of torture. Benito Mussolini was the organiser of the Milan "fascio" in 1919, At first. Mussolini's demands sounded like, Saclaliam or Communism itself, but in fact he nursed a violent hatred of the Socialist Party of which he had been an organiser up to 1914. In that year he had left the Party because it would not support the entry of Italy into the war on the side of France and Britain.
In 1921, the National Fascist Party was formed and the black-shirt uniform and Roman" salute adopted, By 1921, the Fascists had gained 22 seats in the Italian Farlissent, and they now demanded respresentation in the actual government, of the country. The government refused outright to accept this demand from the Fascists and at this point Mussolini and his followers decided to make the challenge of force, ND
On 22nd October 1922, a mans demonstration by hla followers took place in Room. This has been called the "Karch on Rome", King Victor Emmanuel was forced to make Hussolini hip Prime Minister. No opposition game from the people, for they were completely tried of the old government. The property- owning classes especially welcomed a change as they were becoming afraid of the growing power of the Communists in Italy,
(9). The Rise of Adolf Hitler
Hitler son of a lower middle-class Austrian family, after trying unsuccessfully to become an artist, had worked in his youth sa a freelance illustrator in Vienna and Hunich, He had soon become an ardent German nationalist and a fierce hater, of Jewa, Marziato, liberale, and pacifists. Though an Austrian citizen', he had joined the German army when they World War broke out end, had served in the trenches as an ordinary soldier

army associates in founding a new political the National Socialist Party (or "Nazi") — which aimed to discred to discredit the republic, to combat communiau. and to avenge Germany's defeat in the World War, The amall: group began to hold public meetings in Munich, at which Hitler and other speakers denounced the Treaty of Versailles es the cause of all the troubles which afficted Germany, Hitler soon-discovered that letting himself go in frenzied, hysterical expositions of the woes and wrongs of Germany he could attract and hold large audiences. He promised. his spellbound listeners that, if they supported his program and joined his movement, he would make Germany nnne again one of the world's mightiest powera,
Hitler now began to appear to many Germans as the real hope the man with a strong policy and purpose -- unlike the incompetent politicians who had failed to save Germany from calamity, In 1932 Hitler polled 11,000,000 votes for the presidency as against Hindenburg's 18,000,000 and about 5,000,900 for the Communist candidates. In the general election of 1932 the Nazis won 230 seats in the Reichstag. After further intense Nazi campalms in the country and much intrigue among the various party groups Hindenburg agreed to the appointment of Hitler sa Chancel for in January, 1933.
The Nsels now prepared for another slection, Thoqe preparation included a reign of terror, against their opponents by the Nazi Stora Troopers, Germany, who was a megher of the government and also head of the Prussian police, enrolled armed Nazis and Nationaliste into the police force, On February 27, 1933, the Reichstag building in Berlin was burned down and the Communist Party falsely, accused of boing the perpetrators, leading maubers of the Communist Party were immediately arrested. Socialist and Communist newspapers were suppressed, and brutal attacka on the Jewish people began, In these conditions the elaot lan took place on March 5, 1933. The Nanis and their Nationalist allies gained 341 seats out of 647 -- 1 bare majority. They were dissatisfied with this result and stopped up the campaign of terror and violence against all their main opponents. The other German parties "voluntarily" dissol- ved themselves, · Hitler was voted powere to govern for four years without summoning the Reichstag, and the Nazi dictator, ship had begun.
t we have seen how the Nazis were able to exploit for their
own ends the sufferings of the German people. On the hand, it must be remembered that "their programme gained great support from a large section of the populace. This was particu larly the case with large numbers of the middle class -- professional people, tradesmen, civil servants and other white collar workers who had been ruined by the collapse of the German currency in 1923 and were facing a second dose of ruin in 1931. It was easy for the Nazis to promise this clasz a revived Germany and better conditions which would come with the repudiation of the Treaty of Versailles, of reparations and of general enslavement to the foreigners. It is significant that a large proportion of the Storm Troopers had been recruited from this class. The middle class was also easily swayed by Hitler's anti-Communism, for Communism meant the dictationship of the working class, the end of capitalism ang many of the rights of property, kitler was also able to appeal to some of the unemployed, who found a new purpose in life and e discipline in their uniformed varades under theswastika
The big capitalists in Germany also saw in Hitler the protection of their interests against Communism and ⠀ Gocialism. It must be remembered that Germany was now the second slost powerful industrial nation in the world(sfer U.9.A. ), and the leaders of German Industry wielded impense influence. Lastly, many of the army leaders thoroughly sympathized with Hitler's demands for the full rearmenent of Germany and the abolition of the Versailles Treaty. -
It must also be bome in mind that Hitler was the most powerful oratas of the twentieth century has produced. He exercised over vast numbers of the German people a hypnotic paver, which he uned to exploit their grievances and arouse thair national feeling.
