In 1863 & 64, both the intercession for Polish reu bels and the, attempt to prevent seizure of Slesvig-Hol- stein by Prussia and Austria were unsuccessful.: Tň 1866, during the war between Austria & Prussia, Napolean. III lost his only possible ally against Prussia, and yet fa- iled to get expected compensation in Belgium or the Rh- ineland. In 1867, Prussia prevented Napolean III buying! Luxemburg; Maximilian was shot by Mexicans, after French withdrawal; and the Liberals at home were alienated by his support of Pope against Garibaldi of Italy at Men- tana. The French people began to think that their Emper- or was becoming subservient to Bismarck and allowing him to become too strong. The growth.of republicanism after. 1867 led him to extend the powers of the Assembly in 1869 while keeping himself control of the Executive
By 1870, the Emperor had found himself in a position where further diplomatic abroad might wreck his authori- ty at home; but he could not avoid war with Prussia, if the alternative was, humiliation. He could not find alli- es against Prussia because Austria had not forgettan 1859 and would not risk another 1866; the Czar had been- angered by 1863, the intercession for Polish rebels in addition to the Crimean War and had reason to be friend- ly to Frussia; Britain was alarmed by French naval exp- apsion and the fortification of, Channel bases; and Ita- ly would not support France while French_troops_occupi- Wed Rome.
War broke out finally, Prussia had her well-trainṣa army, while the French army was insufficient and not mobilised. The war, lasted but a year and if the French had any hope of success it was, ruined by the intervent- ion of Napolean III's wife - Empress Eugenie, who inter- fered with the plans of the commanders of the French are mies.
