These include the most important point of democratic progress, increasing opportunities for democratic (public) participation, enhancing administrative efficiency, reducing duplication of work by various departments and stricter monitoring on the use of public funds. Unfortunately, the Paper referred to promoting public participation in community affairs, but no option to achieve that aim was given.
