did not know how to discuss and debate with elected politicians, but then they started to get political soon after the transition and wrote this Consultation Document purely from the angle of political struggles. They wrecked their brains to strain interpretations and came up with the specious reason for the review while throwing behind them the original reason for the review. The bird flu incident reflected the lack of coordination among departments, especially the two municipal councils and municipal services departments. Justice is in heaven and in our hearts. The fiasco of the new airport uncovered a lie. We have found that a bad motive will in the end be disclosed to the public. The chaos at the new airport proves problems with the leadership group in the Administration. There are problems with the group thinking, management, knowledge and implementation of democracy. One should not simply shift the blame on others and make the bird flu incident the excuse to grab power and push for fully elected councils.
October will be here in no time when the CE will deliver his policy address. I hope he will make a good response to this matter of consultation. We endorse the idea of eventual merging of the two councils, and we believe it is acceptable to implement the One Council and One Department option during the transition period. However, we are not talking about retaining appointed and ex-officio seats as proposed by the Chairman. I do not think such seats should be retained. I hope the Chairman and his working group will revise the recommendation later on.
I think that in the transition period, upon merging of the two municipal councils, it is acceptable to set up a food safety bureau. I would like to see the merged body as a fully elected one. The resources for district work should not be cut and the new municipal council should be given the authority to manage and implement district services.
Mr. Chairman, I have spoken in support of your motion. I look forward to fellow colleagues reaching a consensus over the recommended option. I know that if we keep varied views, Government will exploit our weakness and go headstrong in her intended path. All in all, Mr. Chairman, I find your motion acceptable. I also hope we can reach a consensus with the Regional Council since their members have more worries. I hope you can work closely with them in responding to the needs of the community. On one hand, we want democracy. On the other, we do not want everything unchanged. The important thing is to respond to the needs of the community. Thank you, Mr. Chairman,
MR. DANIEL TO BOON-MAN (in Cantonese):--Mr. Chairman, regarding the Consultation Document on Review of District Organisations, if the Hong Kong Government is convinced that the four options contained therein can really solve administrative problems, I see no reason to objecting.
