about positive effect and certain accomplishment. The first point I wish to stress therefore is that the Council and the Department should step up the efforts of the health inspectorate.
Secondly, as Mr. To mentioned just now, I wish to point out that we should strengthen our cooperation with the universities in conducting researches. Whether on the ways to kill rats or on pesticides, cooperation should be strengthened. I fully agree and support this point. The universities wish to strengthen its contact with and contribution to society. I am sure that the prevailing policy will support the idea of universities making certain contribution to what the general public consider should be done and this is also something that is feasible. I am sure that if necessary, the universities in Hong Kong will be most willing to cooperate with the Council, complementing each other in developing the best methods to exterminate rats or pesticides. This would ease the rodent problem and provide a better protection for public health and the environmental hygiene in Hong Kong.
With these remarks, I support the motion. Thank you, Mr. Chairman.

Mr. Daniel To Boon-man (in Cantonese): Mr. Chairman, I wish to thank all the Members who have spoken in support of the motion.
There are a few more points I wish to discuss briefly here. In the past, whenever any action was recommended, it often took a long time before the Department responded. In this case, I hope the Department will really get down to work in practice.
I strongly support the proposal of some Members that a comprehensive review and full discussions be made by the Public Health Select Committee so that we may have a better understanding of the current policies on rat disinfestation and prevention, such as the areas where we should do more and where there is inadequacy.
Furthermore, we hope that active and effective extermination of rats will be made in the urban black spots frequented by rats, such as the Eastern district, Shamshuipo mentioned by some Members just now and those locations reported by the media.
The most important spirit of the motion is that I hope the Council will carry out proactive and effective disinfestation so as to live up to the expectation of the public. Thank you, Mr. Chairman.
